Approve Amendment No. 1 to a Cooperative Agreement No. 20-617 with the City of Highland under which the County of San Bernardino’s contribution to the City of Highland increases by an amount not-to-exceed $1,782, from $4,500 to $6,282, to fund the County’s portion of grant application preparation costs for the Active Transportation Program Cycle 5 Call for Projects.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total estimated cost for preparation of the grant application has increased from $50,000 to $68,000, plus a 10% contingency if needed. The City of Highland (Highland) will provide a revised amount of $30,600 plus contingency as its financial contribution, the City of San Bernardino (San Bernardino) will provide $31,280 plus contingency, and the County will provide $1,620, plus a contingency of 10% for a total up-to $1,782, based on the proportion of the proposed Active Transportation Program project located in each jurisdiction. The Highland/San Bernardino Bi-City Bikeway and Walkway Connector (Project) will be located 9% in the County, 46% in San Bernardino, and 45% in Highland. The County’s share of the increase will be funded with Gas Tax revenue. Sufficient appropriation is included in the Department of Public Works (Department) 2020-21 Road Operations budget (6650002000).
The total estimated cost of the Project is $20,939,000. The total estimated cost for that portion of the project in the County’s unincorporated area is $661,000. While a local match is not required for this grant, extra points are awarded to those applications that provide a local match. However, due to the high cost of the project, by mutual agreement, Highland, San Bernardino, and the County have agreed to request 100% funding for the proposed project and a local match contribution from each agency will not be needed.
BACKGROUND INFORMATION
Highland, San Bernardino, and the County have been working together to seek funding for construction of a proposed joint agency project that would install a corridor of bicycling and pedestrian improvements to promote active transportation. The corridor would begin in the City of Highland, run through the City of San Bernardino, and the unincorporated areas of Highland and San Bernardino, terminating at California State University San Bernardino. Proposed improvements include pavement resurfacing, installation of sidewalk, bike lanes and bike paths, ladder style crosswalks, flashing beacon pedestrian crossings, and pedestrian warning signs.
On July 28, 2020 (Item No. 46), the Board of Supervisors (Board) approved a Cooperative Agreement with Highland and San Bernardino to share the cost of preparing a grant application for the Active Transportation Program Cycle 5 Call for Projects. The County’s share was $4,500. On the day the cooperative agreement was approved by the Board, Highland notified the Department that additional funding is needed to finish preparation of the grant application. The cost increase is the result of a need for Highland’s consultant to conduct a road diet feasibility analysis, as well as additional time needed by the consultant to prepare the project’s cost estimate and overall coordination. Highland has advised the Department that no further cost increases are expected to occur.
The application submission deadline is September 15, 2020.
Submission of the grant application in cooperation with Highland and San Bernardino meets the County’s and Chief Executive Officer’s goals and objectives of operating in a fiscally-responsible and business-like manner and working with other agencies by seeking funding for a joint active transportation project.
