1. Acting as the governing body of San Bernardino County, approve contracts with the following contractors to provide on-call professional geotechnical and geological services, on an as-needed basis, in an amount not-to-exceed $1,000,000 per contract, from September 23, 2025 to June 30, 2030:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Costs associated with the recommended contracts, which shall not exceed $1,000,000 per contractor for the period of September 23, 2025 through June 30, 2030, will be funded through available revenue sources of the applicable Board Governed County Service Areas and their Zones (CSAs), Big Bear Valley Recreation and Park District (BBVRPD), and the Bloomington Recreation and Park District (BRPD). These contracts are available to other County Departments should their respective project be managed by the Department of Public Works - Special Districts (Department) Project Management Division. Departments who use these contracts are responsible for ensuring adequate funding is included in their respective budgets. Adequate appropriation for these services is included in the respective 2025-2026 budgets for the County, CSAs, BBVRPD, and BRPD, and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department administers the CSAs, BBVRPD, and BRPD, which at times require professional geotechnical and geological services in support of various Capital Improvement Projects (CIP) countywide. The ability to have qualified consultants available to provide these services greatly enhances and expedites the Department’s capability to respond to these needs.
Approval of this item will authorize agreements with the County as well as separate joint agreements among CSAs, BBVRPD, and BRPD with each of the 13 pre-approved contractors to provide on-call professional geotechnical and geological services. These contracts, each in a total amount not to exceed $1 million per contract, will allow the Department to access on-call services for County, CSA, BBVRPD, BRPD, and certain CIP projects as needed. Assignments will be made based on availability, responsiveness, and specialized expertise, and will be authorized through purchase orders on a project-by-project basis. The contracts will be effective for five years but may be terminated for convenience with 30 days’ written notice.
PROCUREMENT
On April 16, 2025, the Department released Request for Proposal (RFP) No. SPD125-SPDAD-5859 on the County’s Electronic Procurement System (e-Pro) inviting proposals from interested and qualified agencies to provide on-call professional geotechnical and geological services for County and Special District projects for a period of 5 years.
Sixteen proposals were received by the established deadline in response to the RFP. Of these, thirteen consultants listed below met the minimum requirements. The remaining three consultants were deemed non-responsive because they did not submit a signed addendum acknowledging and agreeing to the changes in the bid, as required by the bid instructions.

The evaluation panel, which included representatives from the Department, reviewed and evaluated the proposals using the criteria listed in the RFP and which included qualifications and experience, technical review, and references.
Based on the evaluation criteria, the evaluation panel found thirteen consultants met the needs of the County and Districts. Award letters were sent to all responsible and responsive proposers on July 22, 2025. No protests were received within the allowable period.
