RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1 to Contract No. 24-1008 (State Standard Agreement No. 23-ESG-18014-AM1), with the California Department of Housing and Community Development, for the support of homeless activities, reallocating $126,408 from Street Outreach to Emergency Shelter, with no change to the total amount of $259,772, or the contract term of October 31, 2024, through October 15, 2025.
2. Authorize the Chief Executive Officer, Assistant Executive Officer, or Director of the Community Development and Housing Department to execute and submit Amendment No. 1 to Contract No. 24-1008 for the 2023-24 State Emergency Solutions Grant Program under the Continuum of Care Administrative Entity Allocation, subject to review by County Counsel.
3. Direct the Director of the Community Development and Housing Department to transmit Amendment No. 1 to Contract No. 24-1008 for the 2023-24 State Emergency Solutions Grant Program under the Continuum of Care Administrative Entity Allocation to the Clerk of the Board of Supervisors within 30 days of execution.
4. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The 2023-24 State Emergency Solutions Grant (ESG) Program under the Continuum of Care (CoC) Administrative Entity Allocation (Grant) award has a total match requirement of 100% ($259,772), which will be met by the service provider awardees, through in-kind services, and through the use of other eligible non-federal funds for services contracted. This Grant also includes $6,955 for administration costs. The following adjustments to the Community Development and Housing Department (CDH) and the Office of Homeless Services (OHS) 2024-25 budgets are requested to allow for the appropriation of funds to the OHS budget:

BACKGROUND INFORMATION
CDH serves as the Administrative Entity for the CoC's ESG, funded by the California Department of Housing and Community Development (HCD). Through an active Memorandum of Understanding, CDH partners with OHS to provide direct services to individuals and families experiencing homelessness.
On October 3, 2023 (Item No. 15), the Board of Supervisors (Board) authorized the submission of a Grant application to HCD for an amount not to exceed $519,544. Subsequently, on October 22, 2024 (Item No. 16), the Board approved Agreement No. 24-1008 (State Standard Agreement No. 23-ESG-18014) for $259,772, effective upon execution through October 15, 2025, and an expenditure deadline of August 18, 2025.
To address the critical need for emergency shelter services, CDH submitted a budget revision request to HCD on November 15, 2024, seeking to reallocate funding from Street Outreach to Emergency Shelter activities. HCD approved this request on February 4, 2025, and provided Amendment No. 1 to State Standard Agreement No. 23-ESG-18014 to reallocate the funds.
CDH has granted $252,817 to OHS to provide Rapid Re-Housing and Emergency Shelter services to eligible county residents. The reallocated funds will support OHS in providing comprehensive services to homeless residents through:
• Emergency Housing Services: Providing immediate shelter and stability for individuals and families in crisis
• Housing Navigation: Supporting clients in identifying and securing permanent housing solutions
• Case Management: Delivering individualized support and service coordination to promote long-term stability
Through this reallocation, OHS's Homeless Assistance team will expand capacity to serve approximately 50 additional individuals throughout the county. This adjustment allows for a more effective response to the current pressing need for emergency shelter services while maintaining the Grant's overall objective of helping residents regain stability and secure permanent housing.
This reallocation remains within the previously approved Grant amount of $259,772 and requires no additional County funds.
