RECOMMENDATION(S)

Recommendation

1.                     Approve Addendum No. 1, to the bid documents dated February 24, 2022, which provided additional instructions and clarification to contractor’s questions for the Arrowhead Regional Medical Center Enclosure Project.

2.                     Award a construction contract to SJD&B, Inc. in the amount of $988,300, for a contract period of 300 calendar days from the date of the issuance of the Notice to Proceed, for the Chain Link Fence Enclosure Project. 

3.                     Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract for a total not to exceed $61,915 pursuant to Public Contract Code Section 20142.

4.                     Authorize the Director of Project and Facilities Management Department to accept work when 100% complete and execute and file the Notice of Completion.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Chain Link Fence Enclosure Project (Project) budget of $1,690,028 is comprised of the following components:

The Project budget of $1,690,028 is funded from the Arrowhead Regional Medical Center (ARMC) Enterprise Capital Fund.  Sufficient appropriation and revenue are included in the 2018-19 Capital Improvement Program (CIP) budget to award this contract.

 

BACKGROUND INFORMATION

The recommended action will award a construction contract to SJD&B, Inc., for the Arrowhead Regional Medical Center (ARMC) Enclosure Project (Project) (WBSE 10.10.0819) located in Colton.  The scope of the project consists of adding a 10-foot-tall fence with custom ligature resistant security fence on all exposed sides and on top, to an approximately 1,500 square foot area of the existing exterior balcony located on the second floor of the Behavioral Health Center.  Construction consists of removing the structural floor deck and existing fireproofing at 25 locations to connect new steel columns to existing beams below, patching back fireproofing after installation of new columns, adding structural steel support for the new deck, stiffening existing beams for installation of new columns and resurfacing the balcony deck.  The balcony is connected to two patient sleep units and has stairs discharging down to an open courtyard located on the ground floor.  The Project, which is expected to last approximately nine months, will require vacating patient rooms directly under the Project scope area. 

 

On January 11, 2022 (Item No. 34), the Board of Supervisors (Board) found the Project to be categorically exempt from further review under Section 15303, Class 3, New Small Structures of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations), and directed the Clerk of the Board to file and post the Notice of Exemption for the Project.  No additional CEQA review is required at this time.

 

This project is consistent with the County Administrative Office approved CIP Request No. 19-173.

 

PROCUREMENT

On January 11, 2022 (Item No. 34), the Board authorized San Bernardino County (County) Project and Facilities Management Department - Project Management (PFMD), formerly known as Real Estate Services - Project Management, to advertise for competitive bids.  PFMD advertised for bids in the Daily Press on January 14, 2022, six Plan Rooms and on the County Electronic Procurement Network (ePro).  On January 31, 2022, at 1:00 pm, contractors attended a mandatory job walk.  On February 24, 2022, Addendum No. 1 was issued to provide additional instructions and clarification to contractor’s questions in response to contractor’s requests for information (RFI’s).  On March 2, 2022, the following 8 bids were received:
