RECOMMENDATION(S)

Recommendation

1.                     Find that the Third Annual San Bernardino County Probation Department Peer Support Program Golf Tournament, to be held at Canyon Crest Country Club on May 13, 2024, assists in meeting the social needs of the citizens of the County.

2.                     Find that the Third Annual San Bernardino County Probation Department Peer Support Program Golf Tournament fundraising activity will be conducted in cooperation with the San Bernardino County Probation Department Peer Support Program, a nonprofit charitable organization.

3.                     Authorize County officials and employees to solicit funds and provide administrative support during work hours, when necessary, and utilize County resources in support of the Third Annual San Bernardino County Probation Department Peer Support Golf Tournament.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). County resources used in support of the Third Annual San Bernardino County Probation Department (Department) Peer Support Program (Program) Golf Tournament will consist of staff time of approximately ten hours per month for six months, upon approval of the event, and up to one month following the event for administrative services and event solicitation at a cost estimated at $5,000. Sufficient appropriation is included in the Department’s 2023-24 budget.

 

BACKGROUND INFORMATION

The Department is involved in a variety of fundraising activities that not only benefit the worthy causes they support, but also provide unique opportunities to: (1) foster positive relationships between the County, law enforcement, and the community; (2) provide team building among Department personnel; and (3) provide economic benefit to surrounding businesses.

 

Department staff work to improve the quality of life of the offenders under their supervision and the community as a whole. The Program is a non-profit 501(c)(3) with the sole purpose of assisting staff, volunteers, and their families in times of need by providing support and financial assistance to employees and volunteers with post-traumatic injuries following critical incidents including, but not limited to, officer-involved shootings, severe injury, and death of an employee or an employee’s family member. Fundraising activities performed throughout the year support the Program in its mission of assisting Department staff and their families.

 

The Program is comprised of Department staff who volunteer their time to go through an application and interview process to qualify to be a Peer Supporter (member). The members go through 24 hours of mental health training and complete 8 hours of continuing education annually. The Program provides peer support services which may vary from moral support to financial resources based on the situation and needs of the staff member and/or their families. Such assistance can vary from referrals to support resources, assistance in paying for medical expenses, providing comfort in the form of gift baskets/cards, etc.

 

On December 7, 2021 (Item No. 34), the Board of Supervisors (Board) approved the First Annual Golf Tournament held on May 9, 2022, at Redlands Country Club.

 

On October 4, 2022 (Item No. 30), the Board approved the Second Annual Golf Tournament held on May 6, 2023, at Morongo Golf Club. The Program will host the Third Annual Golf Tournament at the Canyon Crest Country Club in the City of Riverside. As part of the fundraising efforts, the event includes a participation fee of $150 per person or $500 for a team of four people. The Program will host up to 134 golfers to play 18 rounds with a “shotgun start” and will include a banquet dinner for awards and recognition of sponsors.  A portion of the participation fee will fund the event and prizes. Any event profits will be donated to the Program.

 

The coordination and implementation of the Program is a significant undertaking. While the vast majority of work is done by volunteers, the minimal use of County resources is for administrative services to coordinate activities prior to the event, which is necessary to ensure its success.

 

Approval of the recommendations allows compliance with County Standard Practice 06-02SP, which requires County departments to request authorization for a fundraising program from the Board. The request must include the following three recommendations:

 

                     Find that the fundraising program will assist in meeting the social needs of the citizens of the County;

                     Find that the fundraising program will be conducted in cooperation with a non-profit organization; and

                     Authorize County officials and employees to solicit funds for the organization during work hours, utilize County resources to support the organization administratively, and/or utilize County resources to assist in establishing a non-profit organization.

 

In accordance with Standard Practice 11-07SP, the Program will obtain event insurance and provide a certificate of insurance to the County for the 2024 Golf Tournament.
