BACKGROUND INFORMATION
County Policy 04-01, requires the Board of Supervisors (Board) to develop an annual legislative platform supporting legislation that promotes the effectiveness and economy of operations of San Bernardino County and benefits its citizens. Staff recommends shifting to a two-year legislative platform to allow the County to better align its advocacy efforts with the two-year legislative session, ensuring greater continuity and efficiency in pursuing its legislative goals. A bi-annual platform would provide more strategic planning time, improve coordination with legislative cycles, and enhance the County’s ability to track and respond to evolving policy developments. Therefore, the Board is asked to waive Policy 04-01, until a revised policy can be brought to the Board for consideration.
The County develops its State and Federal Platform (Platform) in coordination with the Board, County departments, and Board-Governed separated entities. The Platform outlines the County’s political advocacy agenda and is a valuable tool to assist the County’s legislative delegation in advancing regional policy and funding priorities. The Platform is grounded in principles of fiscal stability, preservation of local control, efficient service delivery and operations, and inter-agency cooperation. The Platform is revised based on the prior version while integrating new priorities that reflect emerging policy needs and stakeholder feedback. Each update ensures alignment with the County’s strategic goals while adapting to legislative and regulatory changes at the state and federal levels, maintaining core policy positions while advancing effective governance and advocacy.
