Recommendation

Approve Amendment No. 1 to Revenue Contract No. 23-787 (State Revenue Agreement No. AP-2324-20) with the California Department of Aging, to provide Area Plan services, increasing the contract amount by $1,185,080, from $11,476,991 to $12,662,071, and extend the contract period by one year, for a total contract term of July 1, 2023 through June 30, 2025.

FINANCIAL IMPACT

Approval of this item does not impact Discretionary General Funding (Net County Cost).  The increase of $1,185,080 for Area Plan (AP) Services is approximately 89% ($1,049,636) Federal funding and 11% ($135,444) State funding allocated from the California Department of Aging (CDA).  This funding is one-time only funding for 2023-24, which is an annual adjustment for unspent AP funding from the prior year and the State’s general fund adjustment.  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2023-24 budget and will be included in the 2024-25 recommended budget. 

 

BACKGROUND INFORMATION

The Federal Older Americans Act promotes the welfare and dignity of older adults by providing valuable services to enable them to be independent, remain in their communities, and assist them to be engaged citizens.  In 1976, the State designated San Bernardino County as an Area Agency on Aging.  As a result of this designation, DAAS receives funding to administer AP services through a revenue agreement with the State.

 

AP revenue is comprised of funding for a multitude of Federal and State funded aging programs.  The services provided under these programs include congregate and home-delivered meals, information and assistance, legal assistance, supportive services, personal care, assisted transportation and bus passes, family caregiver support, disease prevention, health promotion, and Long-Term Care Ombudsman services, including elder abuse programs.  These services are currently being provided either via contract or direct service.

 

This amendment adds $1,185,080 to Revenue Contract No. 23-787 (State Revenue Agreement No. AP-2324-20) and extends the contract term by one year through June 30, 2025.  The contract extension allows additional time to expend funds under the State programs contained within the AP funding.  In addition, Exhibit B is updated to clarify a new process regarding equipment; Exhibit B, Attachment 1 - Budget Display is modified to reflect the increased amount under each program with this amendment; and Exhibits A, D, and E are updated to correct previous regulation and/or code reference numbers.

 

On July 25, 2023 (Item No. 5), the Board of Supervisors approved Revenue Contract No. 23-787 (State Revenue Agreement No. AP-2324-20) with CDA in the amount of $11,476,991 to provide AP services, for the period of July 1, 2023 through June 30, 2024.  The item also authorized the Chair of the Board, the Chief Executive Officer, or the Director of DAAS to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. AP-2324-20, on behalf of the County, subject to review by County Counsel.
