Recommendation
Approve Amendment No. 1 to Agreement No. 24-833 with Polynovo North America, LLC for the purchase of biodegradable skin grafts, increasing the contract amount by $2,400,000, from $600,000 to the not-to-exceed amount of $3,000,000, and extending the contract term an additional four years, for a total term of September 16, 2024 through September 15, 2029.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the cost of $2,400,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of Amendment No. 1 (Amendment) to Agreement No. 24-833 (Agreement) with Polynovo North America, LLC (Polynovo) will allow ARMC to continue to purchase biodegradable skin grafts that do not contain animal byproducts. The skin grafts utilize a synthetic bilayer dermal matrix designed to heal wounds and help new tissue growth. The top-layer sealing membrane seals the wound, protecting it from external contamination and creates an oxygen-limiting, moist environment ideal for healing. The biodegradable matrix acts as a scaffold for tissue ingrowth. When ready, the sealing membrane is peeled-off, leaving behind a reinforced vascularized dermal bed that supports successful definitive closure of full-thickness wounds within a single application.
On September 10, 2024 (Item No. 8), as the result of a non-competitive agreement, the Board of Supervisors (Board) approved the Agreement with Polynovo for the purchase of biodegradable skin grafts, for a total amount not to exceed $600,000, for the period of September 16, 2024 through September 15, 2025.
ARMC recommends approval of this Amendment as it will enable ARMC to continue to purchase necessary tools to help patients recover from a variety of wounds.
