RECOMMENDATION(S)

Recommendation

1.                     Accept and approve the Emergency Solutions Grant Standard Agreement No. 20-ESG-15572 with the State of California Department of Housing and Community Development to accept $299,449 to fund homeless programs services.

2.                     Accept and approve Amendment No. 1 to the Emergency Solutions Grant Coronavirus Standard Agreement No. 20-ESG-CV1-00038 (County Agreement No. 21-06) with the State of California Department of Housing and Community Development to include Round 2 of the Emergency Solutions Grant Coronavirus funding, increasing the contract value by $3,000,000 from $1,246,600 to $4,246,600, to provide homeless services to prevent, prepare for, and respond to the Coronavirus pandemic.

3.                     Designate the Chief Executive Officer or the Assistant Executive Officer of Community Revitalization as authorized to submit grant documents and execute any subsequent non-substantive amendments in relation to this grant award agreement, subject to review by County Counsel.

4.                     Direct the Community Development and Housing Department Director to transmit all documents and amendments in relation to this grant award to the Clerk of the Board within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of any Discretionary General Funding (Net County Cost). Adequate appropriation and revenue have been included in the Community Development and Housing (CDH) 2021-22 Departmental budget (Cost Centers 6210002488 and 6210002484); there is no match requirement for this funding.

 

BACKGROUND INFORMATION

Recommendation No.1:

On May 19, 2020 (Item No. 37), the Board of Supervisors (Board) authorized CDH to submit a grant application in an amount not to exceed $600,000 to the State of California Housing and Community Development (HCD) for Emergency Solutions Grant (ESG) 2020 Application. On July 13, 2021, HCD provided Standard Agreement No. 20-ESG-15572 for an award amount of $299,449 to provide emergency shelter, rapid rehousing, and homeless prevention funded activities. This State ESG funding supports the County’s Homeless Strategic Framework in addressing the root causes of homelessness by increasing the supply of housing opportunities for at risk populations.

 

Upon acceptance of the grant, the State funds will be used to further its efforts to address homelessness, providing funding to: 1) improve the number and quality of emergency shelters for homeless individuals and families; 2) help operate emergency shelters; 3) provide essential services to shelter residents; 4) rapidly re-house homeless individuals and families; and 5) prevent families/individuals from becoming homeless. Funding will be expended based on priority as determined by the County’s Homeless Strategic Framework. 

 

CDH is requesting to accept the grant award of the ESG-2020 funds to be used as shown below.  The budget below represents ESG 2020 ($299,449) allocations:

All funds must be expended no later than July 7, 2022. CDH will issue a Notice of Funding Availability to select qualified service providers to render homeless services to meet the expenditure deadline. The contracts for the selected service providers will be presented to the Board for consideration at a later date, upon completion of the procurement process.

 

Recommendation No. 2:

On October 27, 2020 (Item No. 29), the Board authorized CDH to submit a grant application in an amount not to exceed $3,000,000 to HCD for the Emergency Solutions Grant Program Coronavirus Round 2 (ESG-CV2). The ESG-CV2 funding, made possible as a provision of the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, will provide services to prevent, prepare for, and respond to Coronavirus among individuals and families who are experiencing homelessness or receiving homeless assistance. On January 5, 2021 (Item No. 11), the Board approved Emergency Solutions Grant Coronavirus Standard Agreement No. 20-ESG-CV1-00038 (County Agreement No. 21-06) for Emergency Solutions Grant Program Coronavirus Round 1 (ESG-CV1) funds in the amount of $1,246,600.

 

On June 14, 2021, CDH received an amendment to the original Standard Agreement No. 20-ESG-CV1-00038 (County Agreement No. 21-06) to include an additional $3,000,000 in ESG-CV2 funding, increasing the current contract amount from $1,246,600 to $4,246,600. This funding shall provide additional support for emergency shelter services to prevent the spread of coronavirus to other shelter occupants or household members, homeless assistance, and prevention activities to mitigate the impacts created by coronavirus. This State ESG CV funding supports the County’s Homeless Strategic Framework in addressing the root causes of homelessness by increasing the supply of housing opportunities for at risk populations.

 

CDH is requesting to accept the grant award of the ESG-CV2 funds as a part of the COVID-19 relief to be used as shown below. The budget below represents ESG-CV1 ($1,246,600) and the newly awarded ESG CV-2 ($3,000,000) allocations:

The ESG CV1 allocation indicated in the table above has not yet been expended, pending completion of the procurement process to contract with service providers for eligible activities funded by ESG CV1 and ESG CV2 funding. The procurement process will be initiated upon execution of Amendment No. 2 to Standard Agreement No. 20-ESG-CV1-00038 (County Agreement No. 21-06). We anticipate establishing contracts with service providers within 90 days of the executed amendment. All funds must be expended no later than September 30, 2022. CDH will issue a Notice of Funding Availability to select qualified service providers to render homeless services to meet the expenditure deadline. The contracts for the selected service providers will be presented to the Board for consideration at a later date, upon completion of the procurement process.
