FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Participation Agreement (Agreement) with the California Department of Public Health (CDPH) is non-financial in nature.
BACKGROUND INFORMATION
The Agreement with the CDPH will allow medical staff at Arrowhead Regional Medical Center (ARMC) to access and input ARMC data into the Electronic Birth Registration System (EBRS), the Fetal Death Registration System (FDRS), as well as the Vital Records Business Intelligence System (VRBIS). VRBIS is a secure, web-based database used to store California’s vital records data and to permit local health departments and others to access data related to epidemiologic analysis, as permitted under California statute. EBRS and FDRS are secure, web-based electronic birth and fetal death registration databases maintained by the State Registrar, as required by statute, to register and preserve birth, death, and fetal death certificates.
On February 19, 2019, the San Bernardino County Purchasing Agent executed a non-financial Agreement with CDPH for access to the Public Health of California Integrated Vital Records System for a five-year term of February 19, 2019 to February 18, 2024. A new Agreement is needed now for continued access.
ARMC recommends approval of this Agreement as it provides for safety, health and social services needs of County residents by allowing ARMC to access vital records in State registries.
