FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Mountain Area Regional Transit Authority (MARTA) is funded by Local Transit Funds (LTF) allocated by the San Bernardino County Transportation Authority, the City of Big Bear Lake (City), and through private revenue contracts. The allocation of LTF between the City and the County for the MARTA area of service is based on population and road miles.
BACKGROUND INFORMATION
In 1993, the City and the County entered into a Joint Powers Agreement (JPA) based on a study that recommended that a new entity be formed within the area to improve public transit service to the local communities.
Discussions between the County and the City led to the formation of the MARTA on December 1, 1993. The MARTA governing board consists of five members. Two board members are Big Bear City Council (City Council) members appointed by the City Council and two are members of the San Bernardino County Board of Supervisors (Board) or their designees. The fifth member is selected by the majority of the other MARTA governing board members. For the County, one member was previously appointed by the Second Supervisorial District and one member was appointed by the Third Supervisorial District. With the redistricting of Supervisorial Districts that occurred in December 2021, the entire MARTA service area is now encompassed within the Third Supervisorial District. The recommended amendment revises the JPA Agreement No. 94-242 to reflect the redistricting and allow for flexibility in the event of future redistricting such that both appointees may be designated by the Third Supervisorial District Board Member, or appointees may be designated by two Supervisorial District Board Members.
On August 19, 2003 (Item No. 25), the Board approved Amendment No. 1 to Agreement No. 94-292 to include language related to compensation for MARTA board members. On July 14, 2009 (Item No. 26), the Board approved Amendment No. 2 to Agreement No. 94-292 reducing the length of time required to submit the MARTA annual budget to the County and City for review and comment from 45 days to 30 days in advance of the MARTA Board’s public hearing and final budget adoption.
The City Council approved the recommended amendment to Agreement No. 94-292 on April 14, 2023. The amendment to the JPA also includes revisions to remove obsolete language, update position titles, and make non-substantive formatting and grammatical corrections.
