RECOMMENDATION(S)
Recommendation
1. Find that the 2025 San Bernardino County Probation Department Ontario Reign Game fundraising activity assists in meeting the social needs of County citizens.
2. Find that the 2025 San Bernardino County Probation Department Ontario Reign Game fundraising activity will be conducted in cooperation with the San Bernardino County Probation Department Peer Support Program, a nonprofit charitable organization.
3. Authorize County officials and employees to solicit funds and provide administrative support during work hours, when necessary, and utilize County resources in support of the 2025 San Bernardino County Probation Department Ontario Reign Game fundraising activity.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). County resources used in support of the 2025 San Bernardino County Probation Department (Department) Ontario Reign Game (2025 Ontario Reign Game) fundraising activity will consist of minimal staff time to administer, create and send solicitations and notifications, upon approval of the event, and are estimated at $500. Personnel working in support of the 2025 Ontario Reign Game will work on a volunteer basis. Adequate appropriation and revenue have been included in the Department’s 2025-26 budget.
BACKGROUND INFORMATION
The Department is involved in a variety of fundraising activities that not only benefit the worthy causes they support but also provide unique opportunities to foster positive relationships between the County, law enforcement and the community; provide team building among Department personnel; and provide economic benefit to surrounding businesses.
Department staff work to improve the quality of life for the offenders under their supervision and the community as a whole. The San Bernardino County Probation Peer Support Program (Program) was established in 2009 and became a non-profit 501(c)(3) in 2020. The sole purpose of the Program is to assist staff, volunteers, and their families in times of need by providing support and financial assistance to employees and volunteers with post-traumatic injuries following critical incidents including, but not limited to, officer-involved shootings, severe injury, and death of an employee or an employee’s family member. Fundraising activities performed throughout the year support the Program in its mission of assisting Department staff and their families.
On November 8, 2025, the Ontario Reign and the San Diego Gulls (an Anaheim Ducks American Hockey League affiliate) will play against each other at the Toyota Arena in Ontario, California. San Bernardino and Orange County Probation Peer Support Programs will collaborate and compete to see which County can sell the most tickets. The original ticket price of $25 will be discounted to $18 for each program, which will generate a profit of $7.00 (seven dollars) per ticket sold. Proceeds from the sales will benefit their respective Programs.
The coordination and implementation of the event is a significant undertaking. While most of the work is done by volunteers, the minimal use of County resources is for administrative services to coordinate activities prior to the event, which is necessary to ensure its success.
The Department recommends approval for support of the 2025 Ontario Reign Game fundraising activity. Additionally, approval of this item complies with County Standard Practice 06-02SP, which requires County departments to request authorization for a fundraising program from the Board of Supervisors. The request must include the following three recommendations:
• Find that the fundraising programs will assist in meeting the social needs of the citizens of the County;
• Find that the fundraising programs will be conducted in cooperation with a non-profit organization; and
• Authorize County officials and employees to solicit funds for the organization during work hours, utilize County resources to support the organization administratively, and/or utilize County resources to assist in establishing a non-profit organization.
In accordance with Standard Practice 11-07SP, the Program will obtain event insurance and provide a certificate of insurance to the County for the 2025 Ontario Reign Game fundraising activity.
