RECOMMENDATION(S)
Recommendation
1. Authorize the purchase of invasive weed control equipment, unbudgeted fixed assets, in an amount not to exceed $20,000, to provide invasive weed control services to San Bernardino County Department of Public Works.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as indicated in the Financial Impact section.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Agriculture / Weights & Measures (AWM) will transfer appropriation from program supplies to fund the purchase of the invasive weed control equipment, as reflected below. This item authorizes the Auditor-Controller/Treasurer/Tax Collector to post adjustments to AWM’s 2023-24 budget as follows:

BACKGROUND INFORMATION
This item seeks approval for a budget adjustment of $20,000 to purchase invasive weed control equipment, which will be used to fulfill an existing Memorandum of Understanding (MOU) with the San Bernardino County Department of Public Works (DPW) to provide weed control services.
AWM recommends approval of the purchase of unbudgeted invasive weed control equipment to build an additional weed spray truck. Six pieces of spray equipment, a pump, boom, frame, hose reel, hose, and spray gun are being purchased to outfit an AWM-owned truck. This weed spray truck will be used to fulfill services required under the existing MOU with DPW. AWM provides invasive weed control services, using United States Environmental Protection Agency and California Department of Pesticide Regulation approved weed control products for DPW in flood control channels, right of ways and County maintained roads.
PROCUREMENT
County Policy No. 11-04 requires Board of Supervisors approval for purchases of unbudgeted fixed assets of $10,000 or over.
AWM solicited bids for the invasive weed control equipment through an informal bid process. The Weed Spray Equipment bid request was sent to three vendors via email and indicated that bids were due on December 1, 2023. One amendment was transmitted which adjusted the bid due date by 10 business days to allow vendors additional time to submit bids. One vendor, Pro Spray Equipment, provided a quote on November 15, 2023, which met the requirements of the bid and needs of AWM for this equipment.
