Recommendation
1. Acting as the Board of Supervisors for San Bernardino County, approve a new County Flag.
2. Acting as the Board of Supervisors for San Bernardino County, Board-Governed County Service Areas, and the San Bernardino County Flood Control District, and as the Board of Directors for the Big Bear Valley Recreation and Park District, the Bloomington Recreation and Park District, In-Home Supportive Services Public Authority, Inland Counties Emergency Medical Agency, and the San Bernardino County Fire Protection District, approve amended County Policy Manual, Policy 12-10, retitled “Display of Flags at County Facilities”.

BACKGROUND INFORMATION
On August 27, 1984 (Item No. 61), the Board of Supervisors adopted the current County Flag. The County logo displayed on the current County Flag is no longer in use. Therefore, it is being recommended to replace it. The new proposed County Flag utilizes the colors of Navy-Blue Pantone 288C, Gold Pantone 117C, and white with the Myriad Pro font for the lettering and numbers. It also includes five gold stars representing the County’s five supervisorial districts, gold and blue bars to symbolize the County’s desert and valley regions, a mountain silhouette to represent the County's mountain region, and a white field containing the County’s arrowhead logo and year of the County’s establishment, 1853.
The County Policy Manual documents policy direction from the Board of Supervisors and Board of Directors (collectively Board) to departments and Board-governed entities on a broad array of topics. Board-approved policies are often implemented through the use of Standard Practices, which are approved by the Chief Executive Officer and incorporated into the County Policy Manual.
In order to facilitate the review of County policies, the County has established a Policy Review Committee (Committee) to evaluate requests for new policies and conduct ongoing reviews and updates of existing policies. The Committee includes representation from various departments as follows:

The Committee, which met virtually on October 23, 2024 and November 6, 2024, approved and recommends amendment to County Policy 12-10, Flying the United States Flag at “Half-Staff/Half-Mast”, of the County Policy Manual to retitle it to Display of Flags at County Facilities, defining the County Flag, specifying which County facilities display flags, and how and which flags are displayed. It would continue to define the circumstances under which the flags at County facilities are lowered to half-staff.
