RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to Contract No. 21-218 with Stacy Wood, Ph.D., A Psychological Corporation to provide geriatric assessment services to older adults and individuals with disabilities, extending the contract term by one year for a total contract period of April 1, 2021, through March 31, 2025, with no change to the contract amount of $250,000.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The contract amount of $250,000 for geriatric assessment services is 71% ($177,500) Federal and 29% ($72,500) Local Share funded with Adult Protective Services (APS) Administrative Allocation and American Rescue Plan Act (ARPA) revenue. Adequate appropriation and revenue have been included in the Human Services (HS) Administrative Claim 2023-24 budget and will be included in the 2024-25 recommended budget.

 

BACKGROUND INFORMATION

Every year, thousands of seniors (aged 60 and older) and dependent adults (aged 18 through 59) are victims of abuse and/or neglect. San Bernardino County (County) APS assesses and assists in the investigation of older and dependent adults who are unable to meet their own needs, or are victims of abuse, neglect, or exploitation. APS staff evaluates these cases and arranges for services such as advocacy, counseling, out-of-home placement, or conservatorship.

 

Approval of the recommended amendment with Stacy Wood, Ph.D., A Psychological Corporation, will allow for the continued provision of geriatric and dependent adult assessments to assist APS authorized staff in determining whether seniors and/or dependent adults are victims of abuse, neglect, or exploitation, for an additional year. The assessments include, but are not limited to, mental status examinations, decision-making capacity evaluations, geriatric depression assessments, and activities of daily living assessments. These assessments help APS to determine and justify actions that may become necessary to protect these vulnerable individuals. This one-year extension does not require an increase as there is over $100,000 remaining of the $250,000 contract total. An average of 21 assessments have been completed annually by this contractor, at an average cost of $1,330 per assessment. However, the cost of assessments varies based on level of evaluation required.

 

Contractor performance continues to be measured by reviewing monthly reports and annual site visits by County staff to monitor compliance with the administrative, fiscal, and program requirements of the contract. The contract may be terminated by the County immediately if funds are not available, and without cause by serving a written notice to the Contractor 30 days in advance of termination.

 

PROCUREMENT

On March 23, 2021 (Item No. 5), as the result of a successful competitive procurement, the Board of Supervisors approved a contract with Stacy Wood, Ph.D., A Psychological Corporation, in the amount of $250,000 for the three-year term of April 1, 2021 through March 31, 2024, with the option of two one-year extensions. The Purchasing Department continues to support the competitive procurement based on the formal Request for Proposals No. DASS120-OAGI-3893.
