RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD):

1.                     Approve Grant Agreement with the California Fire Foundation to accept a $15,000 grant for a Fire Prevention Education campaign.

2.                     Authorize the Chairman of the Board of Directors, Chief Executive Officer, SBCFPD Fire Chief/Fire Warden or SBCFPD Deputy Fire Chief to execute and submit all necessary grant related documents, including any non-substantive amendments to the contract subject to review by County Counsel, and proceed with actions necessary to achieve the performance objectives and reporting requirements of the California Fire Foundation’s Fire Prevention 2019 Grant Program.

3.                     Direct the officials listed in Recommendation No. 2 to transmit all non-substantive contract amendments to the Secretary of the Board of Directors within 30 days of execution.

4.                     Find that the distribution of smoke alarms/carbon monoxide detectors to the community at no cost serves a SBCFPD purpose under Health and Safety Code sections 13861 and 13862 by providing lifesaving devices to the community, while helping to educate the public on creating their own fire exit strategy with the educational materials distributed as part of this campaign.

FINANCIAL IMPACT

Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost).  The grant award of $15,000, which does not require a local match, will be used to purchase smoke alarms/carbon monoxide detectors and Fire Prevention education materials for the public.  Any needed budget adjustments pertaining to this item will be included in a future quarterly budget report for consideration and approval by the Board of Directors. 

 

BACKGROUND INFORMATION

On November 14, 2019, the San Bernardino County - Office of the Fire Marshal (OFM) submitted a grant proposal to the California Fire Foundation for a Fire Prevention Education campaign that explains to the public the importance of fire prevention and preparedness. On January 15, 2020, OFM received notification from the California Fire Foundation that a $15,000 grant was approved for this purpose.

 

In addition to providing funding for fire prevention education, planning, and community outreach, OFM will use the grant award to purchase and distribute smoke alarms/carbon monoxide detectors in the community to at-risk populations, including those with small children, through school and community events. The smoke alarm/carbon monoxide distribution program will provide lifesaving devices to the community, while helping educate the public on creating their own fire exit strategy with the educational materials distributed as part of this campaign.

 

This grant program promotes the mission of the County’s Vision4Safety by helping create a safer community by educating the public about fire prevention, smoke alarm awareness, and strategies to help make their homes and communities safer through various school and community events in collaboration with the American Red Cross and local school districts.  The California Fire Foundation granted this award through funding partners PG&E, Southern California Edison, Chevron, and Western States Petroleum Association.

 

The Grant Agreement requires SBCFPD to defend and hold harmless the California Fire Foundation and its officers and employees from and against any claim, including the expenses of investigation and defense of such claim, arising out of or in any way connected with this grant or the expenditure of grant funds.
