Recommendation
Adopt Resolution committing up to $4,000,000 to the City of Chino for the construction of the Chino Preserve Community Center, of which up to $2,000,000 shall be provided by San Bernardino County Library funds and up to $2,000,000 shall be provided from the Fourth District Priorities Program budget to provide library and community services to the City of Chino.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), and June 11, 2024 (Item No. 110) the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, and $3 million respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.
The proposed Resolution will commit up to $4,000,000 to the City of Chino (City), of which up to $2,000,000 will be provided from the Fourth District’s Priorities Program budget and up to $2,000,000 will be provided from the San Bernardino County Library (Library) Budget Unit. Adequate appropriation has been included in the Library’s 2024-25 budget.
Budget adjustments are not requested at this time but will be included in a future item when the agreement with the City for these funds is presented to the Board for consideration.
BACKGROUND INFORMATION
Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life, and meet the needs of the County’s residents. Projects under the Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer for Board approval.
The City will be constructing a new Chino Preserve Community Center (Community Center). The City contacted the County in July of 2023 because the new Community Center will provide various community services and could be home to a new Chino Preserve Library. The primary objective of the funding is to provide gap funding for the capital development project in order to provide library and community services to residents in Chino and surrounding areas.
The total estimated cost of the Community Center is $49,038,000, which is includes $47,765,939 for construction costs. The City has requested $4,000,000 for the Community Center. Construction and renovations are expected to be completed by February 28, 2027, and operations are anticipated to begin in early April of 2027. If approved, the project will bring Library services to the new Chino Preserve Community, as well as community services.
The Library and the Fourth District have reviewed the City’s Community Center project for feasibility, impact, project readiness, and operational sustainability, and recommends approval of a Resolution, which is necessary to commit funds.
