Recommendation
Acting as the governing body of the San Bernardino County Flood Control District, waive the administrative permit fees in an amount of $4,238, and the annual inspection fee, currently $1,062 per year, in perpetuity for the Wildwood Watchers Fire Safe Council informational kiosk on District-owned parcel (Assessor’s Parcel Number 0322-301-23-0000) finding that such waiver serves a public purpose pursuant to Section (i)(1)(C) of the District’s Fee Ordinance by sharing educational information on home hardening and other methods by which residents can increase fire safety in the community, protect the San Bernardino County Flood Control District property from fire damage, and enhance community safety.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).
The San Bernardino County Flood Control District (District) is funded by property tax revenue, fee revenue, and other local, state, and federal funding. The action to approve this educational kiosk has no financial impact, as the Wildwood Watchers Fire Safe Council (Fire Safe Council) shall remain responsible for the ongoing operation and maintenance of the kiosk in perpetuity while it remains on District property.

BACKGROUND INFORMATION
The Fire Safe Council is a 501(c)(3) non-profit with a mission to reduce the threat of wildfires to residents and homes by promoting fire prevention, preparation, protection, and safety through education and fundraising. The area served by the Fire Safe Council is located in a very high fire hazard severity zone. The Fire Safe Council proposes installing an informational kiosk on a District-owned parcel (APN 0322301230000) to benefit the Wildwood area of Yucaipa. The kiosk would share educational information on ways residents can improve their homes' fire survivability through defensible space, home hardening, and other methods.
Installing the kiosk would be on the southeast side of Oak Grove, north of Wildwood, near existing signage, facing perpendicular to the road. The kiosk is approximately four feet tall, 16" wide, and six inches deep. The kiosk is supported by two treated 4x4s cemented into the ground. The proposed kiosk would not disturb any runoff or create any erosion issues.
Section (i)(1)(C) of the District’s Fee Ordinance authorizes the waiver of District fees if such waiver is for good cause and will serve a District purpose. In this instance, the waiver of administrative permit fees will protect the District’s property from fire damage and enhance community safety.
Upon approval of this item, the District will waive the administrative permit and property fees pursuant to Section (i)(1)(C) of the District’s Fee Ordinance.
This fee waiver request aligns with the County and the Chief Executive Officer’s goals of improving County government operations, providing for the safety, health, and social service needs of county residents and pursuing County goals and objectives by working with other agencies.
