RECOMMENDATION(S)

Recommendation

1.                     Reject all bids received on April 25, 2024 for the Dola Ditch and Lanzit Ditch Bridge Replacement Project on National Trails Highway and find that the rejection of the bids is in the best general interest of the County.

2.                     Approve the revised plans and specifications for the Dola Ditch and Lanzit Ditch Bridge Replacement Project on National Trails Highway, as signed and sealed by a registered civil engineer.

3.                     Authorize the Director of the Department of Public Works to re-advertise the Dola Ditch and Lanzit Ditch Bridge Replacement Project for formal bids.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Dola Ditch and Lanzit Ditch Bridge Replacement Project on National Trails Highway in the Amboy area (Project) is funded by Discretionary General Funding allocated to the Department of Public Works (Department) in the 2023-24 recommended budget for the restoration of the Dola and Lanzit Ditch Bridges. Sufficient appropriation and revenue are included in the Department’s 2023-24 Road Operations budget (6650002000 12H15220) and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Project involves the replacement of two timber trestle bridges, known as the Dola Ditch Bridge and the Lanzit Ditch Bridge, with new concrete bridges.  These bridges are located at National Trails Highway, otherwise known as United States Highway 66 and traditionally known as Route 66.  The Dola Ditch Bridge and Lanzit Ditch Bridge are approximately 2.08 and 2.77 miles respectively, east of Kelbaker Road in the unincorporated community of Amboy.  

 

The Project consists of removing the existing timber trestle bridges and constructing new concrete bridges, rock slope protection, guardrails, and roadway reconstruction.  In the interest of public safety, the road is closed to traffic and will remain closed for the duration of the construction. Appropriate measures will continue to take place to notify surrounding businesses and residences of the road closure and detour.  All work for the Project will be done within the existing right-of-way and no additional right-of-way will need to be acquired.

 

On April 25, 2024, the Department received three bids for the Project with Leonida Builders, Inc., being declared the apparent low bidder on the day of the bid opening. On May 1, 2024, Leonida Builders, Inc., pursuant to Public Contract Code section 5101 et seq, submitted a letter declaring a formal withdrawal of bid due to clerical error in their bid.  The Department has consulted with County Counsel to review the withdrawal and ensure procedures were followed properly. The Department is recommending the Board reject all bids for the Project in the general interest of the County and approve the revised plans and specifications, and authorize the Director of the Department to re-advertise the Project for formal bids.

 

California Public Contract Code (PCC) section 22038, in addition to the provisions in the plans and specifications, allows the Board to reject any bids presented and re-advertise the Project for bids.  The Department provided all bidders with notice of the County’s intent to reject all bids.

 

PROCUREMENT

The Project will be re-advertised for bids in accordance with Public Contract Code section 22037. The Department anticipates returning to the Board for an award of the construction contract in August 2024.
