RECOMMENDATION(S)

Recommendation

Approve Contract with American Correctional Solutions, Inc., for the provision of mobile optometry services in correctional facilities, in the amount of $500,000 per year, for an aggregate amount not to exceed $1,500,000 for the period of August 15, 2023 through June 30, 2026, with the option to extend the term for one additional two-year period, or two additional one-year periods.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of the three-year contract will be $1,500,000, $500,000 for each fiscal year. The cost of $500,000 for 2023-24 for correctional facility optometry services will be funded within the Sheriff/Coroner/Public Administrator’s (Department) 2023-24 budget allocation (4420001000) and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Title 15, California Code of Regulations, Article 11 identifies the responsibility of the Department to provide medical, mental health and dental care for correctional patients, including medically required eyeglasses [§1200 and 1206(d)]. Since 2019, the Department has utilized the services of American Correctional Solutions, Inc. (ACS) to provide mobile optometry services, including eye exams, diagnostic testing, and lens fitting, for inmates housed within the County’s correctional facilities. ACS provides eight-hour optometry clinics at Central Detention Center, Glen Helen Rehabilitation Center, High Desert Detention Center, and West Valley Detention Center, including all necessary equipment and issues prescription eyeglasses within a reasonable timeframe.

 

On July 14, 2022, the County Purchasing Department (Purchasing) approved Purchase Order (PO) No. 4100255640 in the amount of $200,000 for the provision of optometry services for inmates housed within the Department’s Type II Detention Facilities per County Policy No. 11-04.

 

On September 27, 2022 (Item No. 61), the Board of Supervisors (Board) approved an increase to PO No. 4100255640 by $300,000, from $200,000 to a new not to exceed amount of $500,000.

 

Approval of this item will allow the Department to establish a three-year contract with ACS, with the option to extend the term by two years, and continue to meet the visual health needs of inmates within the County’s correctional facilities.

 

PROCUREMENT

On May 8, 2019, the County Probation Department (Probation) released Request for Proposals No. PROB19-PROB-3356, with 28 vendors notified and two of those responded. Contract award No. 4400012264 was issued by Purchasing to ACS for the provision of specialized correctional facility optometry services from August 1, 2019 through July 31, 2024, for a maximum amount of $250,000. Based on the results of that competitive process, the Department has procured inmate optometry services from ACS since January 2021. ACS specializes in providing inmate optometry services in correctional environments. ACS is currently the contracted vendor for the Probation Department’s juvenile detention facilities.  The Department is satisfied with the quality of services provided by ACS and, due to the continued and ongoing need for these services, recommends approval of this item.
