Recommendation
Acting as the governing body of Board Governed County Service Areas and their Zones, approve contracts with the following three vendors to provide on-call water tank diving inspection, cleaning, and repair services on an as-needed basis, for a total not-to-exceed $500,000 per contract over the five-year contract term, for the period of June 25, 2024, through June 24, 2029:
1. Blue Locker Commercial Diving Services, LLC.
2. H20 Solutions, LLC.
3. Municipal Diving Services, Inc.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Board Governed County Service Areas and their Zones (Districts) are primarily funded with property tax revenue and fee revenue. The recommended contracts are for on-call services for water tank diving inspections, cleaning, and repair services, which shall not exceed $500,000 per contract over the five-year contract term, and will be funded through available revenue sources of the applicable Districts. Sufficient appropriation and revenue are included in the Districts’ 2024-25 budgets and will be included in future recommended budgets through the end of each contract term.
BACKGROUND INFORMATION
The Department of Public Works - Special Districts (Department) administers oversight and manages operations for the Districts, which at times require on-call water tank diving inspections, cleaning, and repair services including, but not limited to, potable water diving inspections on steel and concrete water tanks, underwater inspections, coating inspections, dive reports, cleaning of debris and sediment, and underwater leak repairs throughout the Districts’ facilities and properties.
Approval of this item will result in the award of contracts with three contractors to provide on-call services for water tank diving inspections, cleaning, and repair services from June 25, 2024 through June 24, 2029. The recommended contracts will allow for readily available services from pre-approved contractors to enhance work efficiencies. Workloads and assignments to the on-call contractors will be issued via specific work orders based on availability, responsiveness, and expertise in areas of need.
PROCUREMENT
On March 11, 2024, the Department released Request for Proposal (RFP) No. SDD-042/ SPD124-SPDAD-5317 to solicit proposals for on-call water tank diving inspection, cleaning, and repair services for the Districts. A total of four companies attended the mandatory preproposal conference held on March 18, 2024. Of these, the Department received three proposals in response to the RFP. An evaluation committee consisting of knowledgeable Department staff reviewed three responsive proposals. Following the evaluation of the proposals, the committee recommends awarding all three vendors a contract for on-call water tank diving inspection, cleaning, and repair services. No appeal/protest letters were received.
