Recommendation
1. Approve Amendment No. 2 to Contract No. 22-575 with Pacific Clinics, for the provision of the Military Service and Family Support program services, updating standard contract language, increasing the total contract amount by $500,000, from $1,500,000 to $2,000,000, and extending the contract for one additional year, for the total contract period of July 1, 2022, through June 30, 2026.
2. Approve Amendment No.1 to Contract No. 22-1221 with Victor Community Support Services, Inc., for the provision of the Military Service and Family Support program services, updating standard contract language, increasing the total contract amount by $225,000, from $562,500 to $787,500, and extending the contract for one additional year, for the total contract period of January 1, 2023, through June 30, 2026.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The recommended contract increases, totaling $725,000, for the Military Service and Family Support (MSFS) program services are funded by Mental Health Services Act Prevention and Early Intervention funds. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2024-25 budget and will be included in 2025-26 recommended budget.
BACKGROUND INFORMATION
The MSFS Program addresses the negative effects of traumatic events and other unique challenges of military life by providing in-home and/or community-based prevention and early intervention behavioral health services. Services are provided to military personnel, including service members of the Reserves and National Guard, veterans, and their families.
Since 2009, DBH has provided MSFS program services through contracted providers throughout the county. Services are delivered in the community or in-home when desired, increasing the likelihood that current and former military personnel will use available services while also reducing stigma associated with accessing such services.
The MSFS program includes two main components: Prevention and Early Intervention. Prevention involves utilizing individual and family assessments to identify potential issues and support groups to enhance wellness by fostering connection, emotional support, and access to resources. Early Intervention involves case management and referrals for individuals and their families identified as needing long term, intensive, mental health services. This program provides individual, couples, family counseling and therapy, and short-term behavioral health services for participants experiencing the onset of a mental illness.
On June 28, 2022 (Item No. 31), as a result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 22-575 with Uplift Family Services dba Pacific Clinics, for the provision of the Military Service and Family Support program services, in the amount of $1,500,000, for the period of July 1, 2022, through June 30, 2025.
On December 6, 2022 (Item No. 13), as a result of a formal procurement, the Board approved Contract No. 22-1221 with Victor Community Support Services, Inc., for the provision of Military Service and Family Support program services in the amount of $562,500 for the period of January 1, 2023, through June 30, 2025.
On November 14, 2023 (Item No. 23), the Board approved Amendment No. 1 to Contract No. 22-575 which reflected the legal name change from Uplift Family Services to Pacific Clinics with no change to the aggregate contract amount of $1,500,000 or the contract period of July 1, 2022, through June 30, 2025.
Approval of this item will increase the total aggregate contract amount for these MSFS program services by $725,000, from $2,062,500 to $2,787,500, by approving an increase of $500,000 to Contract No. 22-575 and an increase of $225,000 to Contract No. 22-1221, and extend the contract periods for one additional year, allowing the MSFS program to continue serving military families throughout the County. An estimated 2,759 unduplicated clients will be served during fiscal year 2025-26 at an average cost of $263 per client.
DBH will implement mechanisms to regularly review 1) client service data and progress, conduct site visits and annual monitoring to ensure performance and compliance standards of the contract(s) are met; and 2) providers’ invoices administratively and programmatically to ensure client and/or bed counts are accurate prior to payment processing.
