Recommendation
Continue the Local Emergency Proclamation within San Bernardino County originally proclaimed by the Board of Supervisors on September 15, 2022, resulting from the extreme storm event that started on September 9, 2022, and impacted San Bernardino County.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as there is no cost or financial impact associated with the continuation of this local emergency.
BACKGROUND INFORMATION
On September 9, 2022, the start of an extreme storm event impacted various sections of the County. Remnants of Hurricane Kay produced conditions of extreme peril to the safety of persons and property within the County, in the form of infrastructure damage from extreme weather including intense rain, wind, flooding, and debris flow.
On September 12, 2022, at approximately 1500 hours, a cell from this system produced up to 2.4 inches of rain within one hour over the El Dorado/Apple Fire Burn Scar resulting in a need for emergency protection measures, evacuation orders, shelter in place orders, emergency repairs/detours, and search and rescue operations of areas impacted by debris flow.
Due to the extensive damage resulting from this extreme storm event, the Chief Executive Officer (CEO), while serving as the Director of Emergency Services, proclaimed the existence of a local emergency on September 14, 2022. On September 15, 2022 (Item No. 1), the Board of Supervisors (Board) ratified the action taken by the CEO, serving as the Director of Emergency Services. At this time, mitigation work for sediment removal in the impacted area is anticipated through October 2023. Maintaining the local emergency proclamation allows the necessary Federal and State approvals to be obtained for mitigation work to move forward and the time for this work to be completed. The Board last took action to continue this local emergency on March 28, 2023 (Item No. 23).
Pursuant to Government Code section 8630(c), the Board shall review the need for continuing the local emergency at least once every 60 days. The local emergency shall conclude after 60 days following the most recent continuation of the proclamation by the Board, if the need to extend for an additional period is not warranted.
