Recommendation
1. Approve Amendment No. 2 to Contract No. 25-07 with Woodcliff Corporation, increasing the contract amount by $880,370.18, from $51,797,748.20 to $52,678,118.38, with no change to the construction contract term ending February 24, 2027, for additional work not included in the original design for the San Bernardino County Animal Care Center Project in Bloomington (Four votes required).
2. Approve Change Order No. 2 to Contract No. 25-07 with Woodcliff Corporation, increasing the contract amount by $395,292.00, from $52,678,118.38 to $53,073,410.38, with no change to the construction contract term ending February 24, 2027, for additional work not included in the original design for the San Bernardino County Animal Care Center Project in Bloomington (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The San Bernardino County Animal Care Project (Project) (WBSE 10.10.1319) total budget of $65,339,611 is funded by the Animal Shelter Reserve in the amount of $60,839,611 and the State of California - Department of Parks and Recreation Office of Grants and Local Services (State) grant in the amount of $4,500,000. Sufficient appropriation for the Project is available in the San Bernardino County Capital Improvement Program 2025-26 budget.

BACKGROUND INFORMATION
The Project will provide a new animal care center, located at 18313 Valley Boulevard in Bloomington. The facility will offer on-site veterinary services, animal adoption services, animal care administration, and temporary animal housing. This Project will significantly enhance the Department of Public Health - Animal Care Division’s ability to serve County residents by increasing animal adoptions through integrated community outreach and modern veterinary practices.
On January 14, 2025 (Item No. 44), the Board of Supervisors (Board) awarded Contract No. 25-07 in the amount of $50,196,000, for the contract term of 730 calendar days for the Project to Woodcliff Corporation.
On November 18, 2025 (Item No. 49), the Board approved Amendment No. 1 and Change Order No. 1, which increased the construction contract by a cumulative $1,601,748.20, from $50,196,000 to $51,797,748.20, with no change to the construction completion deadline.
Approval of Amendment No. 2 to Contract No. 25-07, in the amount of $880,370.18, will allow the Project and Facilities Management Department to continue implementation of the Project. The amendment reflects design revisions and corrections identified after contract award through Requests for Information, Construction Change Directives, and field coordination.
The revisions include updates to electrical distribution systems, installation of additional underground utilities and data pathways, and modifications to structural, foundation, and mechanical, electrical, and plumbing systems. Additional changes address code compliance requirements, design clarifications, omitted scope from the original bid documents, and unforeseen field conditions across multiple buildings.
Approval of Change Order No. 2 to Contract No. 25-07, in the amount of $395,292.00, provides for labor, materials, and equipment necessary to complete work outside the original contract scope. The Change Order reflects additional work identified during construction to address site security, utility conditions, and operational needs.
The additional scope to Change Order No. 2 includes installation of wrought iron fencing and security gates, utility identification through ground penetrating radar and potholing, relocation of electrical conduit, minor structural modifications to the animal recovery beach area, installation of underground utilities for the truck wash area, and replacement of an aging domestic waterline.
These modifications address field conditions encountered during construction and are necessary to ensure constructability, maintain compliance with applicable codes and regulations, and support proper integration and functionality of the facility’s building systems.
This Project is consistent with County Administrative Office approved CIP request No. 23-048.
Public Contract Code section 20136 requires all change orders and amendments to construction contracts to have a four-vote approval by the Board.
