RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to Contract No. 17-904 with IW Care Connection, Inc. to extend the contract term for one year, for the new term of December 20, 2017 through December 19, 2021, for the continued provision of nurse case management services to workers’ compensation claimants per the existing contracted fee schedule, with no change to the estimated aggregate cost of $750,000, with all other terms and conditions remaining the same.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The estimated cost for nurse case management services for 2020-21 is approximately $140,000, and will be funded through the Department of Risk Management’s (DRM) workers’ compensation self-insurance funds (4082 and 4104) in accordance with the terms and conditions in the contract. Sufficient appropriation is included in the DRM’s 2020-21 budget.

 

BACKGROUND INFORMATION

The County of San Bernardino’s workers’ compensation program has been self-insured and self-administered since 1972. Since then, DRM has utilized various cost containment programs, including nurse case management services that provide effective communication with treating physicians, pharmacies and other service providers.

 

Nurse case management services include Utilization Review doctors and independent Medical Review doctors to prevent interruptions in care, and provide injured employees with individualized services to ensure that any necessary paperwork for the workers’ compensation system is processed in a timely manner.

 

The recommended contract amendment will exercise the first option to extend the contract term, for a period of one year, allowing IW Care Connection, Inc. to provide uninterrupted nurse case management services to the County, under the same contract terms and conditions.  

 

PROCUREMENT

On December 5, 2017 (Item No. 56), as a result of a competitive procurement process, ePro Bid No. RMG118-RMADM-2599, the Board of Supervisors approved Agreement No. 17-904 with IW Care Connection, Inc. in an amount not to exceed $750,000 to provide enhanced case management and system navigation services to help expedite and streamline the state workers’ compensation system to provide timely treatment of injured workers, for the period of December 20, 2017 through December 19, 2020, with two, one-year options to extend the contract term.
