Recommendation
Appoint Josh Candelaria, Governmental and Legislative Director, as the County representative on the Mobile Source Air Pollution Reduction Review Committee- Technical Advisory Committee and appoint Ron Lindsey, Director of Fleet Management, as the alternate.

Approval of this appointment will not result in the use of additional Discretionary General Funding (Net County Cost) as there is no cost associated with the appointment.
BACKGROUND INFORMATION
In September 1990, California AB 2766 was signed into law, authorizing a $4 per vehicle surcharge on annual registration fees. This money is used to fund the implementation of programs to reduce air pollution from motor vehicles pursuant to air quality plans and provisions of the California Clean Air Act. To determine which projects should be funded, AB 2766 called for the creation of the Mobile Source Air Pollution Reduction Review Committee and the Mobile Source Air Pollution Reduction Review Committee Technical Advisory Committee (MSRC-TAC). The MSRC-TAC is charged with making recommendations to the MSRC, which is in turn makes recommendations to the South Coast Air Quality Management District Governing Board regarding which projects should be funded.
Mr. Candelaria serves as the County’s Governmental and Legislative Director and represents the organization’s interest on the local, state, and federal level. Mr. Lindsey would be a knowledgeable alternate to Mr. Candelaria as he has over 20 years of fleet management experience and has previously served on the MSRC-TAC while employed by the County as Fleet Services Manager.
