RECOMMENDATION(S)

Recommendation

1.                     Approve non-financial Participation Agreement with Inland Empire Health Plan for participation in the Inland Empire Health Plan Hospital Pay for Performance Program, which will remain in effect through completion of the program.

2.                     Approve non-financial Business Associate Agreement with Dexur Enterprises Inc. required to access the Dexur unified software solution for participation in the Inland Empire Health Plan Hospital Pay for Performance Program, for the period of May 7, 2024 through the earlier of May 6, 2029, or completion of Arrowhead Regional Medical Center’s participation in the program.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Participation Agreement for the Inland Empire Health Plan (IEHP) Hospital Pay for Performance Program (Program) and the Business Associate Agreement with Dexur Enterprise Inc. (Dexur) do not impose any financial obligations on the County.

 

BACKGROUND INFORMATION

The Participation Agreement with IEHP will allow Arrowhead Regional Medical Center (ARMC) to participate in the IEHP Program. IEHP and Dexur have partnered to offer IEHP contracted hospitals access to the Dexur unified software solution, providing advanced healthcare quality performance and goal-setting simulation, and predictive modeling/forecasts. The Dexur unified software solution allows IEHP to measure and benchmark aggregate hospital data for all hospitals within the IEHP network and determine whether these hospitals meet Program quality improvement objectives. The IEHP Program offers financial incentive to those participating hospitals that meet these objectives.

 

The Program uses evidence-based quality measure tracking and evaluations to drive targeted improvement initiatives specific to ARMC. The Dexur unified software solution will enable ARMC to leverage advanced analytics and reporting modules, as well as obtain guidance on establishing quality intervention strategies for improved patient care. This software solution will allow ARMC to access reports to assist in development of these strategies for ARMC’s patient population.

 

Hospitals are regulated and licensed by both the California Department of Public Health and the Centers for Medicare and Medicaid Services, which offer incentive programs for hospital quality improvement. ARMC will utilize reports within the Dexur unified software solution for the provision of its quality improvement data to these state and federal agencies, which is necessary to meet these agencies’ quality improvement requirements.

 

ARMC recommends approval of the Participation Agreement, and the Business Associate Agreement to share patient specific details with Dextur, which will enable ARMC to participate in the IEHP Program to help increase overall quality performance through best practices, intervention strategies, and goal setting. The Participation Agreement is a form required for ARMC to sign up for participation in the IEHP Program and does not include an identified effective date or term. As the IEHP Program is a limited term program, the Participation Agreement will be in effect through Program completion, which IEHP has projected to be December 31, 2025.
