RECOMMENDATION(S)
Recommendation
1. Find that the Lake Gregory Commerce Prefabricated Restroom Project in Lake Gregory is exempt under the California Environmental Quality Act Guidelines, Class 3, 15303(c) for new construction or conversion of small commercial structures in urbanized areas not exceeding 10,000 square feet.
2. Approve plans and specifications for the Lake Gregory Commerce Prefabricated Restroom Project located at 24383 Lake Drive in Lake Gregory.
3. Authorize the Director of Project and Facilities Management Department to advertise for competitive bids for the Lake Gregory Commerce Prefabricated Restroom Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption for the Lake Gregory Commerce Prefabricated Restroom Project in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of the bid documents and the solicitation of competitive bids will not result in the use of Discretionary General Funding (Net County Cost). The Lake Gregory Commerce Prefabricated Restroom Project (Project) (WBSE 10.10.1397), with a total budget of $1,487,400, is funded by the American Rescue Plan Act as approved on October 25, 2022 (Item No. 82) by the Board of Supervisors (Board) as part of the 2023-24 Capital Improvement Program (CIP) Budget.
BACKGROUND INFORMATION
Lake Gregory is a reservoir in the San Bernardino National Forest of the San Bernardino Mountains. Lake Gregory Regional Park provides swimming and water slides at the West end of Lake Gregory (Lake) and a walking trail that encircles the Lake. The south shore of the Lake is a popular fishing destination that offers great fishing opportunities year-round. Although private vessels and power boats are not allowed on the Lake, guests can still enjoy the Lake with rowboats, paddle boards, pedal-powered water trikes, and paddle boats which are available for rental. Despite extensive sites for activities, the nearest Americans with Disability Act restroom is located more than 1,500 feet away from the amenities and is located in the lower shoreline site with no accessible path of travel for members of the public with disabilities who may be using shoreline locations.
Approval of these recommendations will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project. The Project will install a new prefabricated restroom, accessible van parking space, a crosswalk, and all associated grading and utilities. This Project will take place next to the local Chamber of Commerce.
It is also recommended that the Board determine the Project be categorically exempt under California Environmental Quality Act Guidelines (Title 14, California Code of Regulations), Section 15303(c). This exemption allows for new construction of commercial structures not exceeding 10,000 square feet in floor area in urbanized areas.
This Project is consistent with County Administrative Office approved CIP Project No. 23-090.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on May 10, 2024. A mandatory pre-bid meeting for prospective bidders is scheduled to be conducted on May 17, 2024, at 11:00 a.m. at the Lake Gregory Chamber of Commerce, 24385 Lake Drive in Lake Gregory. The bid opening is scheduled for July 10, 2024, at 2:00 p.m. at PFMD, 385 N. Arrowhead Avenue, San Bernardino, Ca 92415.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
