RECOMMENDATION(S)

Recommendation

1.                     Approve amendments to the following contracts reflecting the legal name change from Pacific Clinics to Uplift Family Services dba Pacific Clinics, with updates to the Attachments but no other changes to the contract terms and conditions:

a.                     Pacific Clinics, Amendment No. 1 to Contract No. 17-397, providing Military Services and Family Support Program services, for the period of July 1, 2017 through June 30, 2022.

b.                     Pacific Clinics, Amendment No. 1 to Contract No. 18-263, providing Family Resource Center services, for the period of July 1, 2018 through June 30, 2023.

2.                     Approve Amendment No. 3 to Contract No. 18-341, reflecting the legal name change from Pacific Clinics to Uplift Family Services dba Pacific Clinics for Adult Mental Health Clubhouse services, exercising the final one-year extension option, and increasing the total contract amount by $970,680, from $3,319,360 to $4,290,040, for the total contract period of July 1, 2018 through June 30, 2023.

3.                     Approve Amendment No. 2 to Contract No. 18-342 with South Coast Community Services for Adult Mental Health Clubhouse services, exercising the final one-year extension option, and increasing the total contract amount by $300,000, from $1,200,000 to $1,500,000, for the total contract period of July 1, 2018 through June 30, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The increase of $1,270,680 for Adult Mental Health Clubhouse services will be funded through the Mental Health Services Act. Adequate appropriation and revenue will be included in the Department of Behavioral Health’s (DBH) 2022-23 recommended budget.

 

BACKGROUND INFORMATION

Recommendations No. 1 and 2 - Assignment

Pacific Clinics provides the Military Services and Family Support (MSFS) Program, Family Resource Centers (FRC), and Adult Mental Health Clubhouse services to DBH clients through Contract No. 17-397, Contract No. 18-263, and Contract No. 18-341, respectively.  The MSFS Program addresses the negative effects of traumatic events and other unique challenges of military life by providing in-home and/or community-based prevention and early intervention behavioral health services to military personnel, including service members of the Reserves and National Guard, veterans, and their families.  FRC services offer a wide range of behavioral health services for all ages and diverse populations, acting as a hub and to develop community networks that link people, resources and information.   Adult Mental Health Clubhouse services assist adults who are in recovery from mental illness by assisting them to function positively in their personal, work, and social environments.

 

In February 2022, DBH was notified that Uplift Family Services and Pacific Clinics would be merging with the new name of Uplift Family Services dba Pacific Clinics. There will be no change in Employer Identification Number.  The recommended amendments will allow the assignment of the contracts to parent company, Uplift Family Services dba Pacific Clinics, and the assumption of the contracted services under the new agency name, with no changes to the contract terms and conditions.

 

Recommendations No. 2 and 3 - Contract Extension

The recommended amendments to Contract 18-341 with Pacific Clinics (in addition to the assignment) and Contract No. 18-342 with South Coast Community Services (SCCS) will allow DBH to continue Adult Mental Health Clubhouse program services through June 30, 2023.  The program provides opportunities for learning, employment, and establishing social supports, including access to an effective outreach system to reduce isolation in the community and risk of hospitalization. Homeless participants are provided engagment resources which allow staff and their peers to build relationships and discuss potential linkages to mental health resources.   In 2022-23, DBH anticipates the agencies will provide Adult Mental Health Clubhouse services to an estimated 5,000 participants, at an average cost of $254 per participant.

 

PROCUREMENT

On June 13, 2017 (Item No. 29), as a result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 17-397 with Pacific Clinics in the amount of $1,750,000 to provide MSFS Program services, for the period of July 1, 2017 through June 30, 2022.

 

On May 22, 2018 (Item No. 32), as a result of a formal procurement, the Board approved Contract No. 18-263 with Pacific Clinics in the amount of $2,125,000 to provide FRC services, for the period of July 1, 2018 through June 30, 2023.

 

On June 12, 2018 (Item No. 27), as the result of a formal procurement, the Board approved Contract No. 18-341 with Pacific Clinics in the amount of $2,067,000 and Contract No. 18-342 with South Coast Community Services (SCCS) in the amount of $900,000, to provide Adult Mental Health Clubhouse services, for the period of July 1, 2018 through June 30, 2021, with two one-year extension options, contingent upon funding and contractor performance.

 

On June 23, 2020 (Item No. 29), the Board approved Amendment No. 1 to Contract 18-341 with Pacific Clinics for Adult Mental Health Clubhouse Services, expanding services to Needles and increasing the total contract amount by $281,680, from $2,067,000 to $2,348,680, with no change to the contract period of July 1, 2018 through June 30, 2021.

 

On March 23, 2021 (Item No. 20), the Board approved Amendment No. 2 to Contract 18-341 with Pacific Clinics, increasing the contract amount by $970,680, from $2,348,680 to $3,319,360, and Amendment No. 1 to Contract No. 18-342 with SCSS, increasing the contract amount by $300,000, from $900,000 to $1,200,000, and exercising the first one-year extension option for both contracts, for the total contract period of July 1, 2018 through June 30, 2022.

 

The recommended amendments will exercise the final extension option and increase the amount of the contracts for continued Adult Mental Health Clubhouse services through June 30, 2023.

 

DBH will continue to monitor contract performance on a regular basis to ensure performance and compliance standards are met by reviewing monthly reports, ongoing site visits to review consumer progress, as well as an annual program review.  Provider invoices will be reviewed and approved by DBH Programs to ensure client counts are accurate prior to being forwarded to DBH Fiscal staff for payment.  DBH Fiscal staff will verify signatures and service costs prior to issuing payment.
