RECOMMENDATION(S)

Recommendation

1.                     Approve and accept agreement (State Agreement No. 24-36) for the for the following grants, from the California Department of Public Health for the period of July 1, 2024 through June 30, 2025:

a.                     Perinatal Equity Initiative, in the amount of $980,310.

b.                     California Home Visiting, in the amount of $2,279,944.

2.                     Approve and accept agreement (State Agreement No. 202436) for the following grants from the California Department of Public Health for the period of July 1, 2024 through June 30, 2025:

a.                     Maternal, Child, and Adolescent Health, in the amount of $622,553.

b.                     Black Infant Health, in the amount of $3,291,902. 

3.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments and documents to the agreements in Recommendation No. 1 and No. 2, on behalf of the County, subject to review by County Counsel.

4.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments to the agreements in Recommendation No. 1 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).

The grant funding from the California Department of Public Health (CDPH), in the amount of $980,310 for the Perinatal Equity Initiative and California Home Visiting Program (CHVP), in the amount of $2,279,944, does not require a match. The funding for the Maternal, Child, and Adolescent Health (MCAH) Program, in the amount of $622,553, and the Black Infant Health (BIH) Program, in the amount of $3,291,902, consists of federal Title V and Title XIX funds and State General Fund. The MCAH Program includes a local match of $188,775 and the BIH Program includes a local match of $622,426, which will be met with 1991 Realignment funds. Adequate appropriation and revenue are included in the Department of Public Health’s (DPH) 2024-25 budget. 

 

BACKGROUND INFORMATION

CDPH allocates funding to local health jurisdictions for the Perinatal Equity Initiative, CHVP, MCAH, and BIH Programs with the goals of promoting healthy living for mothers and their families by addressing comprehensive health, physical, and psychosocial needs, with concentration on reducing infant mortality, enhancing maternal and child well-being, and improving pregnancy outcomes, infant and child development, parenting skills, and family functioning to cultivate strong communities.

 

DPH contracts with several community-based organizations to provide services under these four programs.  The Perinatal Equity Initiative program’s goal is to reduce infant mortality and morbidity of Black and African American infants through evidence-based practices, focusing on pregnant and parenting women and their partners through the first year of a child’s life.  Activities include fatherhood/partner engagement, doula care and maternal mental health support services, among others. 

 

CHVP serves pregnant and newly parenting families who are at risk of domestic violence, unstable income or housing, limited education, substance use disorders, among others.  Services include screening and assessments to determine families at risk; routine assessment of parent-child interactions, child development and maternal depression; referrals to parent support groups and father involvement programs; behavioral health resources; early childhood education; and family-based intervention support.

 

MCAH program staff collaborate with healthcare providers, community-based agencies, and community groups to identify health issues that affect women, infants and children (including those with special healthcare needs). This collaboration develops best practices and interventions intended to increase access to care for mothers and families, especially those with low income or limited access to services.

 

Lastly, BIH is focused on meeting the health-related needs of pregnant and postpartum Black and African American women through an evidence-informed model that features group intervention, social support, and social service case management by linking participants to community and health-related services. Activities include weekly group sessions, intense individualized case management, assistance with enrollment into other supportive social services, and connecting participants to the appropriate levels of care to improve pregnancy outcomes and reduce maternal and infant morbidity and mortality.

 

On August 20, 2024, the County Administrative Office authorized the submission of a combined agreement funding application to CDPH for the following programs Perinatal Equity Initiative in the amount of $980,310 CHVP in the amount of $2,279,944 MCAH in the amount of $622,940, and BIH in the amount of $3,291,902.  The funding application was for the period of July 1, 2024 through June 30, 2025. 

 

On October 8, 2024, DPH received notification of the grant award for the Perinatal Equity Initiative, in the amount of $980,310 and for the MCAH program, in the amount of $622,553, for the period of July 1, 2024 through June 30, 2025.

 

On October 16, 2024, DPH received notification of the grant award for BIH, in the amount of $3,291,902, for the period of July 1, 2024 through June 30, 2025.

 

On November 6, 2024, DPH received notification of the grant award for CHVP, in the amount of $2,279,944, for the period of July 1, 2024 through June 30, 2025.

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval will not impact program services or activities. The grant period for all programs is retroactive from July 1, 2024 through June 30, 2025. Annually, CDPH provides program award letters retroactively however, DPH is able to invoice for provided services back to the beginning of the term.
