RECOMMENDATION(S)
Recommendation
1. Approve a budget increase in the amount of $600,000 to Capital Improvement Program Project No. 23-173, increasing the total project budget from $1,565,377 to $2,165,377, for the Emergency Vehicle Operations Water Intrusion Project to complete structural repairs.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments for Capital Improvement Program Project No. 23-173, to the 2024-25 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will result in the use of additional Discretionary General Funding (Net County Cost) in the amount of $600,000 for the Emergency Vehicle Operations Center (EVOC) Water Intrusion Project (Project) (WBSE 10.10.1470). The Project’s budget of $1,565,377 is funded from Discretionary General Funding, as part of the 2024-25 Capital Improvement Program (CIP) budget approved by the Board of Supervisors (Board). The increase of $600,000 will also be funded by Discretionary General Funding.
The Department requests the Auditor-Controller/Treasure/Tax Collector post the following adjustments to the 2024-25 budget:

BACKGROUND INFORMATION
On May 14, 2020, a minor CIP project was approved for CIP No. 21-087, allocating $125,000 to the Sheriff/Coroner/Public Administrator (Sheriff) EVOC building in San Bernardino (WBSE 10.10.1083). The scope was to seal the exterior of the EVOC building due to water intrusion issues. The building revealed cracks along the joints, windows, and doors, despite a recent roof replacement and resealing of entrance windows.
In early March 2020, Infotox performed environmental testing and detected mold but no asbestos or lead. Budget constraints led to a reduced scope focused on mold remediation in rooms 103 and 108. The work included removing drywall, mold abatement, insulation replacement, drywall repairs, repainting, and biocidal treatment. The project was completed on September 12, 2023, with $25,000 covered by an insurance claim.
On May 9, 2023 (Item No. 54), the Board approved CIP Project No. 23-173 (WBSE No. 10.10.1470) for the EVOC Project in the amount of $1,565,377. The Project and Facilities Management Department (PFMD) determined that a waterproofing consultant was necessary for thorough investigation and construction documentation. The scope included replacing roof dampers, overflows, and drains, sealing stucco cracks, exterior painting, and removing water-damaged materials.
PFMD retained Wiss, Janney, Elstner Associates, Inc. (WJE) for building envelope investigations, and Mark Architects for interior improvements. WJE’s report issued on October 10, 2023, identified major water leaks from the stucco and window systems, necessitating a full stucco reclad, window and door replacements, and limited roof repairs. Additional wood deterioration was discovered caused by termite damage and moisture related deterioration, requiring further wall framing analysis and repairs.
The additional scope, due to unforeseen conditions, includes complete stucco recladding, door and window replacements, interior renovations, and minor roof repairs. Initially planned to replace only the bottom four feet of plywood sheathing, the Project now requires full replacement with upgraded plywood, along with frame replacements or reinforcements due to the additional damage.
Approval of this budget adjustment would provide critical structural repairs, leading to necessary improvements to mitigate further deterioration of the facility and increased costs in the future.
