Recommendation
Acting as the governing body of the Bloomington Recreation and Park District, ratify the acceptance of a time-sensitive donation, with an estimated value of $12,800, from The Arts Connection, a San Bernardino County based non-profit 501(c)(3) organization, of a mural at the Kessler Park Snack Bar.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary Funding (Net County Cost). The Bloomington Recreation and Park District (District) received a painted mural at the Kessler Park Snack Bar, with the estimated value of $12,800, from The Arts Connection. The donation does not come with any restriction on its use and has no impact on the District’s finances.
BACKGROUND INFORMATION
The Arts Connection is a non-profit arts council in the county and was founded in 2013 to stimulate creative and economic vitality and enrich lives through the arts. The Arts Connection received funding from the California Arts Council under the Creative Corps Initiative for public art projects that would employ artists and engage communities.
In early September, The Arts Connection offered the District a time-sensitive donation of a mural, which would be painted at the Kessler Park Snack Bar. The mural was donated without any conditions but required the District’s acceptance before The Arts Connection’s funding deadline of September 30, 2024. On September 20, 2024, the donation was accepted since it would benefit the community, and the mural was completed on October 2, 2024. The mural incorporates images of a train running through Bloomington’s neighborhoods, a Little League player, and symbols of the community’s history and culture.
County Policy 06-01 requires Board of Directors (Board) approval to accept gifts and donations valued over $10,000. Due to the time-sensitive nature of the donation, the acceptance of the donation had to occur prior to Board approval. Now, in accordance with County Policy 06-01, the District is requesting that the Board ratify the acceptance of the donation of the mural painted at the Kessler Park Snack Bar.
