RECOMMENDATION(S)
Recommendation
1. Accept award from the United States Department of Justice, Bureau of Justice Assistance, for the 2023 State Criminal Alien Assistance Program, in the amount of $1,095,218, as reimbursement of a portion of the costs to house undocumented criminal persons in the County’s detention facilities, for the period of July 1, 2021 through June 30, 2022.
2. Approve the purchase of the following unbudgeted fixed assets for detention facilities:
a. Human Machine Interface Camera System - $375,000
b. Three Kettles - $180,000
c. One Deep Fryer - $10,000
d. Three Walk-through Detectors - $30,000
e. Three Vital Sign Machines - $39,000
f. Two Wall Mount X-ray Units - $20,000
g. Four Infrared Vein Finders - $28,872
h. One -Electrocardiogram Machine - $12,346
i. Four Washers - $120,000
j. Five Dryers - $250,000
k. One Fit Test Machine - $30,000
3. Authorize the Sheriff/Coroner/Public Administrator, or assigned grant administrator, to electronically accept the terms and conditions for the amount of $1,095,218 for the 2023 State Criminal Alien Assistance Program, as required by the Bureau of Justice Assistance.
4. Direct the Sheriff/Coroner/Public Administrator, or assigned grant administrator, to transmit the executed 2023 State Criminal Alien Assistance Program award documents, including the terms and conditions, to the Clerk of the Board of Supervisors within 30 days of execution.
5. Authorize the Auditor-Controller/Treasurer/Tax Collector to post adjustments to the Sheriff/Coroner/Public Administrator’s 2023-24 budget, as detailed in the Financial Impact section (Four votes required).

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator’s (Department) 2023-24 budget does not include revenue for the 2023 State Criminal Alien Assistance Program (SCAAP) Award.
The Department requests the Auditor-Controller/Treasurer/Tax Collector post the following adjustments to the 2023-24 budget, as detailed below:

BACKGROUND INFORMATION
Annually, the United States Department of Justice, Bureau of Justice Assistance, makes funds available for the reimbursement of a portion of detention costs associated with the incarceration of undocumented criminal persons who were in custody for four or more consecutive days and are convicted of a felony or second misdemeanor. SCAAP does not fully reimburse actual costs; instead, data received by all applicants is combined to determine each applicant’s relative percentage share of the total SCAAP allocation.
On May 9, 2023 (Item No. 50), the Board of Supervisors (Board) approved the application for the reimbursement of a portion of the costs to house justice-involved undocumented criminal persons housed at the County’s detention facilities for the period of July 1, 2021 through June 30, 2022. The County’s application was successful and funding in the amount of $1,095,218 for the 2023 SCAAP was awarded on November 21, 2023. Under the terms of the SCAAP, funds awarded must be used for correctional purposes only.
The Department is requesting authorization to purchase the following items for the County’s detention centers: three kettles, one deep fryer, four washers and five dyers to replace the existing equipment, which have exceeded their useful life; three walk-through detectors to detect contraband, allowing for increased security; three vital signs machines, two wall mount x-ray units, four infrared vein finders, one electrocardiogram machine to provide for the health of inmates; one fit test machine to ensure employees are equipped with the correct respirators for their safety; and an increase to the Human Machine Interface (HMI) Camera system to complete an upgrade project.
The HMI project was approved by the Board on October 25, 2022 (Item No. 84) to upgrade control and camera systems at the County’s detention centers, with an original cost amount of $5,200,000. The funding requested for the project will allow for the purchase of additional equipment not included in the original scope but has been determined as necessary to complete the project.
The Sheriff/Coroner/Public Administrator, or assigned grant administrator, is required to accept the award offer and execute the declaration and certification online within 45 days of the notification. Authorization is requested for the Department to electronically accept the terms and
conditions. County Counsel has reviewed the award’s terms and conditions and found no non-standard provisions.
