Recommendation

Approve Contract with Kingdom Causes, Inc. dba City Net to provide Housing Navigation Program services, in an amount not to exceed $4,499,446, for the period of June 18, 2025 through June 17, 2027.

FINANCIAL IMPACT

This item will not result in the use of Discretionary Funding (Net County Cost). The total cost of the Housing Navigation Program (HNP) services contract will not exceed $4,499,446 and is funded by the Transitional Housing Program (THP, 56%) and Housing Navigation and Maintenance Program (HNMP, 44%) joint allocation award from the California Department of Housing and Community Development (HCD). The grant award does not require a local match. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department of Children and Family Services (CFS) is committed to ensuring the safety, protection, and stability of children in the County, while promoting the wellbeing of both children and families.

 

On December 17, 2024 (Item No. 36), the Board approved the submission of an application to HCD for THP and HNMP funding in a total amount up to $5,560,734. CFS was awarded the funding on January 7, 2025. The funding will provide support to young adults who have either exited or are ready to exit the foster care and/or probation system. HNP services include but are not limited to, rental assistance, housing navigation, case management, housing-related financial assistance and eviction prevention. The proposed contract with Kingdom Causes, Inc. dba City Net (City Net) will aid CFS young adults and their families in obtaining permanent and secure housing.

 

City Net was selected based on a formal procurement by Riverside County, which Purchasing reviewed and approved as sufficiently competitive to meet the County’s formal procurement policies.

 

PROCUREMENT

The Purchasing Department supports this competitive procurement of housing services based on the formal solicitation performed by Riverside County. HNP specializes in assisting young adults and families in securing stable, permanent housing through shelter support, rental and financial assistance, and eviction prevention services.
