Recommendation

Approve Amendment No. 1 to Contract No. 24-978 with Vellutini Corporation dba Royal Electric Company, for the Chino Airport Light Vault Upgrade Project, increasing the total contract amount by $86,461, from $234,659 to $321,120, to incorporate additional labor, materials, and equipment required to replace the existing Airfield Lighting Control and Monitoring System (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Chino Airport Light Vault Upgrade Project (Project) (WBSE 10.10.1461) is fully funded through a combination of sources, including $576,706 from the Department of Airports’ Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant awards, $32,039 from the California Department of Transportation, and $32,039 from the Airport Capital Improvement Fund, as approved by the Board of Supervisors (Board) as part of the Capital Improvement Program budget on June 10, 2025 (Item No. 136).

 

BACKGROUND INFORMATION

On October 8, 2024 (Item No. 27), as the result of Request for Proposals No. ANE223-ANE2C-5281, the Board awarded construction Contract No. 24-978 (Contract) to Vellutini Corporation dba Royal Electric Company (Royal Electric) in the amount of $222,222 for the Project. The Project provides electrical upgrades to operate the computer systems within the Chino Airport’s electrical vault room and supports AIP goals by enhancing operational safety.

 

On September 5, 2025, the Director of the Project and Facilities Management Department approved Change Order No. 1 to the Contract to replace the Pilot Control Lighting radio and the Constant Current Regulator, which was not included in the original scope of the Project, increasing the contract amount by $12,437, from $222,222 to $234,659.

 

Amendment No. 1 is necessary to incorporate critical additions to the Project scope, including the installation of a lighting control system provided by the manufacturer (ADB) Airfield Solutions and Safegate Group Airfield Lighting Control and Monitoring System (ALCMS). The additional work is required to replace aging and incompatible components, ensure seamless integration with the new control systems, and restore full operational reliability. Site inspections and ongoing coordination with Airport staff identified these enhancements as essential for long-term performance. The construction documents, developed by the design team for the Project, noted that the ALMCS was to be upgraded by the manufacturer; however, after award of the Contract to Royal Electric, the manufacturer declined to perform the upgrades due to the vendor’s inability to agree with the County’s terms and conditions. Therefore, the upgrades will be provided by Royal Electric Company (Royal Electric), the contractor, in lieu of the manufacturer.  

 

The Project, including the added scope of work, remains consistent with the California Environmental Quality Act (CEQA) Guidelines Section 15301, Class 1 exemption for repair and maintenance of existing facilities. No further environmental review is required.

 

Public Contract Code section 20136 requires all construction contract amendments to have four- vote approval by the Board.
