RECOMMENDATION(S)
Recommendation
1. Approve Revenue Agreement with the California Department of Forestry and Fire Protection, CAL FIRE - San Bernardino Unit, for the Sheriff/Coroner/Public Administrator to provide Mobile Data Computer and Software services, in the amount of $26,845 for initial and ongoing costs for 2023-24, retroactively effective April 1, 2024 through June 30, 2028.
2. Authorize the Sheriff/Coroner/Public Administrator to revise the cost of service and execute Schedules A and B to the Revenue Agreement referenced in Recommendation No. 1 on an annual basis for 2024-25 through 2027-28, based on the Board of Supervisors approved Sheriff/Coroner/Public Administrator budget for future years through 2027-28, as required, subject to review by County Counsel.
3. Direct the Sheriff/Coroner/Public Administrator to transmit amendments in relation to this Revenue Agreement, including the revised Schedules A and B, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The County will be reimbursed for all direct and indirect costs of providing Mobile Data Computer and Software services for an estimated cost of $26,845 for the initial start-up (purchase of hardware) and three months of ongoing costs (system support and wireless connections) for 2023-24, based on four Mobile Data Computer (MDC) devices. The ongoing costs of system support, which includes the cost of staff, and wireless connection charges vary resulting in the need to adjust the cost schedules within the Revenue Agreement (Agreement) annually. Sufficient appropriation and revenue are included in the Sheriff/Coroner/Public Administrator’s (Department) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department provides ongoing services to the California Department of Forestry and Fire Protection - CAL FIRE, San Bernardino Unit (CAL FIRE) to support their law enforcement personnel by providing access to the Department’s Automated Systems and emergency dispatch services. CAL FIRE requested the addition of services for MDC devices and the applicable software to be installed in their law enforcement automotive units that operate within its designated jurisdiction in the County’s geographical boundaries. This service will enable CAL FIRE’s personnel to communicate their status and location to dispatch, as well as access specific law enforcement automated systems and applications necessary to facilitate law enforcement duties.
The proposed Agreement term starts retroactively on April 1, 2024 through June 30, 2028. The signed documents were received from CAL FIRE on March 29, 2024, and are being presented to the Board for approval at the first available meeting after the required reviews. Either party may terminate the Agreement upon 90 days’ advance written notice.
Schedule A to the Agreement reflects initial start-up costs associated with four MDC units to include hardware, software license and configuration, programming, and user training. Schedule B reflects ongoing costs required to maintain software applications to include software licenses and professional system support related to servers, database services, system support/network, and end-user support.
The proposed Agreement for MDC Services provides for annual review of any additional unit start-up costs (Schedule A), if requested by CAL FIRE, and ongoing costs (Schedule B) to ensure proper cost recovery to the County. The Department is seeking authorization to revise and execute Schedules A and B in subsequent years based on the Board of Supervisors approved Department budget for years 2024-25, 2025-26, 2026-27, and 2027-28, as required, subject to review by County Counsel.
