Body
COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Operate in a Fiscally-Responsible and Business-Like Manner.
Provide for the Safety, Health, and Social Service Needs of County Residents.
FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). Under this Agreement, the Regional Parks Department (Department) will receive fifteen percent of the net revenue generated from these locker systems from Play Share LLC (Contractor). The locker systems will be provided at no cost to the Department.
BACKGROUND INFORMATION
The Department operates and maintains eight regional parks within San Bernardino County, including Cucamonga-Guasti Regional Park in the City of Ontario and Yucaipa Regional Park in the City of Yucaipa. Approval of the recommended Agreement will allow park users to rent recreational equipment to use at the parks. The Contractor provides all equipment, software, and lockers at no cost to the Department. Contractor will maintain lockers and replace equipment as needed and within 24 hours of notification from Department staff.
At the end of the pilot period, the Department has the option to return the lockers, or keep them and extend the contract term for two, one-year terms with the same percent in revenue share. The success of the pilot period will be determined by the frequency of use and amount of revenue collected. The Contractor contacted the Department following communication at the National Recreation and Park Association conference earlier this year. Contractor is the sole source for these types of lockers available under a revenue share agreement.
The Contractor has been an incorporated business since May 11, 2019, providing park users the ability to check out recreational equipment with their smartphones.
This recommended Agreement aligns with the County and Chief Executive Officer's goals and objectives to operate in a fiscally-responsible and business-like manner and provide health needs for park users by allowing the Department to raise revenue to support park activities.
PROCUREMENT
