RECOMMENDATION(S)
Recommendation
1. Accept and approve grant award agreement (Grant Agreement No. 22-10191) from the California Department of Public Health for the Local Oral Health - Moving California Oral Health Forward Program to support prevention, education, and community activities, in the amount of $3,766,650, for the period of July 1, 2022 through June 30, 2027.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments to the Local Oral Health - Moving California Oral Health Forward Program grant award agreement (Grant Agreement No. 22-10191) on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Local Oral Health Program grant award agreement (Grant Agreement No. 22-10191) to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award of $3,766,650 from the California Department of Public Health (CDPH) for the Local Oral Health - Moving California Oral Health Forward Program does not require a local match. Adequate appropriation and revenue will be included in the Department of Public Health’s (DPH) 2022-23 recommended budget and in future recommended budgets.
BACKGROUND INFORMATION
CDPH provides oral health funding to local health jurisdictions to expand capacity at the local level. Since 2018, DPH has received oral heath funding to support activities to improve the oral health of San Bernardino County residents through health education, disease prevention, developing community-clinical linkages for disease treatment including referral management and engaging partners, and surveillance.
The Local Oral Health - Moving California Oral Health Forward Program funding will enable DPH to continue expansion efforts of oral health activities, with a primary focus of improving the oral health of San Bernardino County’s school-aged children. A secondary focus is to implement or enhance school oral health programs that provide contracted professional dental services such as assessments, cleanings, fluoride varnish, and sealants; as well as referrals for other needed oral health services. Priority schools will consist of elementary and K-12 schools that are in rural areas and/or have 50% or greater eligibility for the Free and Reduced Price Meal program. In addition, DPH will continue to facilitate expansion of oral health literacy and disease prevention in non-dental settings that serve the vulnerable and disproportionately impacted populations through community campaigns, social media, and on the County’s Smile SBC website to raise awareness about healthy habits, benefits of water fluoridation, sugar-sweetened beverage reduction, and tobacco cessation.
On December 14, 2021 and January 19, 2022, the County Administrative Office authorized the submission of Phase One and Phase Two grant applications, respectively, for the Local Oral Health - Moving California Oral Health Forward Program, in the amount of $3,766,650, for the period of July 1, 2022 through June 30, 2027.
On April 19, 2022, DPH received the grant award agreement (Grant Agreement No. 22-10191) from CDPH for the Local Oral Health - Moving California Oral Health Forward Program, in the amount of $3,766,650, for the period of July 1, 2022 through June 30, 2027.
