RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County, approve Amendment No. 1 to Memorandum of Understanding No. 22-399, effective July 1, 2024, with San Bernardino County Fire Protection District, for fire protection and emergency medical services, updating contract language and increasing the annual contract amounts for 2024-25, 2025-26, and 2026-27 by $400,000, increasing the total contract amount by $1,200,000, from $54,500,000 to $55,700,000, for additional firefighting services, with no change to the term of July 1, 2022, through June 30, 2027.

FINANCIAL IMPACT

Approval of the recommended actions will not result in the use of additional Discretionary General Funding (Net County Cost).  Amendment No. 1 (Amendment) to Memorandum of Understanding (MOU) No. 22-399 between San Bernardino County Fire Protection District (SBCFPD) and San Bernardino County (County) adds an ongoing County contribution (Discretionary General Funding) of $400,000, approved as part of the 2024-25 Recommended Budget, to SBCFPD starting in 2024-25. This allocation supports SBCFPD operations and increases the County’s total contribution from $10,900,000 to $11,300,000 for 2024-25, and each subsequent year, raising the total MOU amount by $1,200,000, from $54,000,000 to $55,700,000. 

 

No budget adjustments are requested at this time but will be submitted for approval at a future date, if necessary.  The annual amounts, as amended, will be provided to SBCFPD by the County as follows:

BACKGROUND INFORMATION

On June 14, 2022 (Item No. 110), the Board of Supervisors of the County and the Board of Directors of SBCFPD (Boards) approved MOU No. 22-399 for SBCFPD to provide fire protection and emergency medical services in the County, in the amount of $12,900,000, in 2022-23, with an annual reduction of $1,000,000 per year, from July 1, 2022, through June 30, 2027.

 

As part of the 2024-25 budget, the Boards directed that an ongoing annual amount of $400,000 of funding be provided to SBCFPD for additional firefighter services to be used by SBCFPD in areas with a high concentration of Federal land where property tax funding is not available.

 

Approval of the Amendment will increase the annual MOU amount by $400,000 for the remainder of the term, effective retroactively to July 1, 2024, to fund the additional services that SBCFPD has provided since July 1, 2024. The Amendment also updates the MOU information for SBCFPD due to the opening of its new headquarters.  All other terms of the MOU remain the same.
