RECOMMENDATION(S)
Recommendation
1. Approve the following Capital Improvement Program Projects at the Calico Ghost Town Regional Park:
a. Capital Improvement Program Project No. 25-230, in the amount of $204,735, for Calico Lil’s Saloon Repairs for roof, wall, and flooring remediation.
b. Capital Improvement Program Project No. 25-231, in the amount of $677,606, for Calico Roof Repairs for the Calico Candle Company, Calico Rock and Gift Shop, and Dorsey’s Doghouse.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Calico Lil’s Saloon Repairs (WBSE 10.10.1862) and Calico Roof Repairs (WBSE 10.10.1863) will be funded by reallocating $882,341 from the Calico Park Stair Replacement Project (WBSE 10.10.1564), which was originally funded by the Community Service Upgrades Reserve Fund. The 2024-25 budget adjustments are recommended as follows:

BACKGROUND INFORMATION
During an inspection, areas of repair were identified in multiple buildings at Calico Ghost Town Regional Park. Lil’s Saloon was found to have damaged floors, walls, and ceilings/roof that require repair. Calico Candle Company, Calico Rock and Gift Shop, and Dorsey’s Doghouse were identified as requiring roof repairs. Over time, the buildings have sustained damage due to prolonged weather exposure and natural aging. The Capital Improvement Program (CIP) projects will provide remediation, reconstruction, and repairs to the damaged areas.
The projects in Recommendation No. 2 will be funded using prior approved expenditure. On November 14, 2023 (Item No. 73), the Board of Supervisors (Board) approved $2,502,502 from the Community Service Upgrades Reserve to fund the Calico Stair Repair Project (WBSE 10.10.1564). Regional Parks will suspend this Project until a future date and use the funding to make the other repairs.
The recommended action will approve CIP Project Nos. 25-230 and 25-231 and allow the Project and Facilities Management Department (PFMD) to oversee and manage both projects.
PROCUREMENT
Upon approval of the projects, PFMD will implement projects through the procurement process using an existing Board-approved Job Order Contract or through a competitive selection through a solicitation of bids following County procurement and California Public Contract Code requirements. If necessary, contracts for these projects will be brought back to the Board for approval.
