Recommendation
Acting as the governing body of the of the Inland Counties Emergency Medical Agency:
1. Approve Amendment No. 1 to revenue Contract No. 18-393 between Loma Linda University Medical Center and the Inland Counties Emergency Medical Agency for Level I Trauma Center designation, extending the term for an additional three years (from July 1, 2021 through June 30, 2024), in which Loma Linda University Medical Center shall pay Inland Counties Emergency Medical Agency the annual fee of $25,000 for costs associated with designation as a Level I Trauma Center.
2. Approve Amendment No. 1 to revenue Contract No. 18-394 between Loma Linda University Children’s Hospital and the Inland Counties Emergency Medical Agency for Level I Trauma Center designation, extending the term for an additional three years (from July 1, 2021 through June 30, 2024), in which Loma Linda University Children’s Hospital shall pay Inland Counties Emergency Medical Agency the annual fee of $25,000 for costs associated with designation as a Level I Trauma Center.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The annual trauma designation fee of $25,000, paid by each hospital, will cover the costs incurred by Inland Counties Emergency Medical Agency (ICEMA) related to the evaluation and oversight of the Trauma program. Sufficient appropriation and revenue have been included in ICEMA’s 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of this item will allow ICEMA to amend the existing contracts with Loma Linda University Medical Center (LLUMC) and Loma Linda University Children’s Hospital (LLUCH) to provide trauma services within the ICEMA region, for the period of July 1, 2021 through June 30, 2024.
California Health and Safety Code, Section 1798.165, provides the authority for a Local Emergency Medical Services Agency (LEMSA) to designate trauma facilities as part of the trauma care system pursuant to State Regulations. Additionally, the California Code of Regulations, Division 9, Chapter 7, Section 100255 requires LEMSA’s and designated trauma centers to enter into written agreements. Loma Linda University Medical Center is currently designated as a Level I Trauma Center (Adult and Pediatric). Level I and II Trauma Centers have similar personnel, services, and resource requirements with the greatest difference being that Level Is are research and teaching facilities.
LLUMC and LLUCH meet the standards developed by ICEMA for designation as a Level I Trauma Center and provides for the safety, health and social services needs of the residents of the County of San Bernardino by expediting transport of trauma victims to Trauma Centers specifically equipped for the treatment of trauma patients.
ICEMA is the LEMSA responsible for implementing the ICEMA Trauma Care System Plan, which was approved by the ICEMA Board of Directors (Board) on December 18, 2001 (Item No. 108). The Trauma Care System Plan provides for a formal basis for implementing, evaluating and improving the trauma system in the ICEMA region.
On July 15, 2008 (Item No. 46), the Board approved revenue Contract No. 08-734 with Loma Linda University Medical Center (LLUMC) to provide trauma services in the ICEMA region, for the period July 1, 2008 through December 31, 2010, with two additional two-year periods.
On June 14, 2011 (Item No. 72), the Board approved Amendment No. 1 to revenue Contract No. 08-734 with LLUMC to continue to provide trauma services as a designated Level I Trauma Center within the ICEMA region. Amendment No. 1 extended the agreement for the period of January 1, 2011 through December 31, 2012, with the option to renew the agreement for two additional two-year periods.
On January 14, 2014 (Item No. 50), the Board approved Amendment No. 2 to revenue Contract No. 08-734 with LLUMC to continue to provide trauma services within the ICEMA region for the period of January 14, 2014 through June 30, 2015, with an option to renew for two additional three-year periods. On May 27, 2015, via letter, ICEMA exercised the option to extend the contract for one additional three-year period until June 30, 2018.
On June 26, 2018 (Item No. 73), the Board approved revenue Contract No. 18-393 with LLUMC and Contract No. 18-394 with LLUCH to provide trauma services in the ICEMA region, for the period July 1, 2018 through June 30, 2021, with an additional term of three years under the same terms and conditions set forth in the contracts, by written approval of the hospitals and ICEMA’s Board of Directors.
ICEMA, as the local Emergency Medical Services (EMS) agency, is responsible for ensuring effective EMS for the Counties of San Bernardino, Inyo, and Mono. ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care hospital.
