RECOMMENDATIONS
Recommendation
1. Approve Amendment No. 1 to Contract No. 24-300 with Monterey County, for Age Wise Program Technical Assistance, reallocating $16,667, from previously unallocated funds from 2023-24, bringing the revised total from $66,667 to $83,334, for the period July 1, 2024 through June 30, 2025, with no change to the overall contract period of May 1, 2024 through June 30, 2026.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments to the Department of Aging and Adult Services-Public Guardian 2024-25 budget, in the amount of $16,667 for Age Wise Program Technical Assistance, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Revenue from the Mental Health Services Oversight and Accountability Commission (MHSOAC) will fully reimburse the Department of Aging and Adult Services-Public Guardian (DAAS-PG) for the cost of services provided to Monterey County. Approval of the increase in revenue to the DAAS-PG budget will offset costs of providing technical assistance for the Age Wise program to Monterey County as follows:

BACKGROUND INFORMATION
The recommended Amendment with Monterey County will allow DAAS-PG to continue serving as a consultant to Monterey County to replicate San Bernardino County’s Age Wise Program. The MHSOAC awarded grant funding to Monterey County including a provision to contract with DAAS-PG to provide technical assistance for replicating the Program in exchange for 10% of their grant award. During 2023-24 the sum of $16,667, equaling one-quarter of the revenue, was not realized and is therefore recommended for reallocation to the 2024-25 budget to ensure total contract payments to DAAS-PG for the 25-month contract period are received.
The Program is a nontraditional mental health program developed by DAAS-PG in conjunction with the Department of Behavioral Health for the high-risk and underserved older adult population. The Program helps older adults maintain the best possible behavioral and physical health to increase their ability to sustain independent living and well-being. Services are provided throughout the County to adults 59 and older and include in-home behavioral health and case management services, peer and family advocacy, and support and education groups provided in the community.
On April 9, 2024 (Item No. 5), the Board of Supervisors approved revenue contracts to provide Age Wise Program Technical Assistance to Monterey County (Contract No. 24-300) and Korean Community Services (Contract No. 24-301), for the total contract period of May 1, 2024 through June 30, 2026, in the amounts of $200,000 and $169,756, respectively.
This Amendment provides DAAS-PG with funding through 2024-25 to provide ongoing technical assistance services that include consultation and training of the Program, conducting virtual meetings, supplying manuals and brochures, and conducting site visits to both agencies for administration of Program services.
