Recommendation
Approve Amendment No. 1 to Agreement No. 22-1085 with Golden Star Technology, Inc. to update and standardize all conference room equipment at the hospital, adding additional conference equipment, and increasing the contract amount by $600,000 from not-to-exceed $1,600,000 to not-to-exceed $2,200,000 with no change in the contract term of November 16, 2022 through November 15, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of $2,200,000 is funded by State Medi-Cal, Federal Medicare, private insurance, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Amendment to Agreement No. 22-1083 (Agreement) with Golden Star Technology, Inc. (Golden Star) will allow ARMC to upgrade and standardize the equipment in all of the conference rooms at the hospital for staff training as well as the education of employees, medical staff and medical students. As ARMC is a teaching hospital, the conference rooms are also used for lectures by nursing and provider groups. The upgrades to the conference rooms include audio/visual improvements that will enhance video conferencing integration for seamless remote meetings.
On November 15, 2022 (Item No. 9), as the result of Request for Proposals No. ARMC122-ARMC-4367, the Board of Supervisors approved the Agreement with Golden Star in the amount of $1,600,000, for the period of November 16, 2022 through November 15, 2027 for upgrades to conference room equipment.
The original scope was for the Agreement was based on preliminary assessments. As work began, it became apparent that additional upgrades were needed due to room-specific infrastructure issues and evolving user needs, especially with increased reliance on virtual communication tools. The need for the additional equipment was identified during the implementation phase, when it became clear that the initial scope did not fully account for the technical requirements across all conference rooms. The additional equipment is essential to fully standardize conference room technology, support staff training, remote meetings, and educational sessions. It ensures consistent functionality across rooms and aligns with ARMC’s role as a teaching hospital.
ARMC recommends approval of this item to provide for the safety, health and social service needs of county residents to ensure that medical staff and hospital staff are properly trained to provide optimum patient care.
