Recommendation
Approve Amendment No.1 to Agreement No. 4400023140 with Ancile Solutions Inc., for uPerform implementation services, cloud subscription and support services, increasing the contract amount by $1,126,317, from $198,875 to a total not-too-exceed amount of $1,325,192, with no change to the term of June 30, 2023 through June 29, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $1,126,317 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Ancile Solutions, Inc. (Ancile) provides uPerform Cloud Subscription, uPerform Add-ons Epic API and Polly, and uPerform Implementation Services (collectively Services) software for Epic, ARMC’s electronic health record system. uPerform prepares clinicians for roll-outs and upgrades with role-based training and support content within Epic work flow. This has transformed the training environment with a just in time learning platform. It delivers learning opportunities to nurses and physicians directly in Epic with tools that accelerate content creation and simplify content management for training teams.
On June 28, 2023, the Purchasing Department (Purchasing) executed a Master Subscription Agreement (Agreement) with Ancile, with an initial term of five years, for the software Services.
However, Purchasing approved the Agreement in an amount of $198,875 based on the first year of service of June 30, 2023 through June 29, 2024, not accounting for the remainder four years in the Agreement. ARMC is requesting funding for the remainder of the term. The additional funding will allow the continued use of this subscription and provide cloud subscription and support services.
ARMC recommends the approval of Amendment No. 1 to provide for the safety, health and social services needs of County residents by delivering learning opportunities to nurses and physicians directly in Epic.
PROCUREMENT
Purchasing continues to support this non-competitive procurement, as Uperform's specialized software is proprietary and not available from other vendors.
