Recommendation

Approve non-financial Memorandum of Understanding with Mathematica, Inc. to share data on Comprehensive Fatherhood Program performance, for the period of March 1, 2022 through September 30, 2025.

FINANCIAL IMPACT

The recommended Memorandum of Understanding (MOU) is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

Preschool Services Department (PSD) is a recipient of a Comprehensive Fatherhood Program (CFP) grant awarded by the Administration for Children and Families (ACF) within the United States Department of Health and Human Services (approved August 10, 2021, Item No. 23). The CFP grant supports program activities aimed at promoting and sustaining healthy relationships and marriages, fostering economic stability, job and career advancement, and promoting responsible parenting for individuals and couples. As a condition of the CFP grant, PSD is required to collect and store data, and provide a performance report in an Information, Family Outcomes, Reporting and Management 2.0 system (nFORM 2.0). The recommended MOU with Mathematica, Inc. (Mathematica) will allow PSD to share CFP performance data within the nFORM 2.0 system, as required by ACF. 

 

Mathematica is a contractor with ACF tasked to manage the nFORM 2.0 system, and provide technical assistance to CFP grant recipients as they use the nFORM 2.0 system. Upon approval of the MOU, Mathematica will have continuous access to PSD’s performance data, which includes client’s name, address, date of birth, contact information, relationship status, and intake date. Mathematica will analyze the data and provide a monitoring report to ACF on CFP project’s support and improvement.

 

To ensure data security and confidentiality of Personal Identifying Information (PII), Mathematica will control access to nFORM 2.0 system via multifactor authentication mechanism.  Access will be limited to PSD, Mathematica, and ACF staff. Mathematica will deploy the nFORM 2.0 system to the Amazon Web Services cloud.  The Amazon Web Service cloud is a certified Federal Risk and Authorization Management Program that ensures effective and repeatable cloud security. In addition, identifiable data will be encrypted at all times, in transit and at rest, and a unique identification number will be generated in nFORM 2.0 for each client.

 

PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.
