Approve Amendment No. 7 to Contract No. 89-911, the Basin Transit (formerly Morongo Basin Transit Authority) Joint Powers Agreement, between the County, City of Twentynine Palms and Town of Yucca Valley to allow the Basin Transit governing board to set by resolution any compensation for its board members to attend board meetings.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 7 (Amendment) to Contract No. 89-911, the Basin Transit (formerly Morongo Basin Transit Authority) Joint Powers Agreement, (Agreement) is non-financial in nature.
BACKGROUND INFORMATION
Basin Transit is a joint powers authority that was initially formed to include the County and the City of Twentynine Palms. Its purpose was to provide public transportation to the Morongo Basin. The County approved the Agreement that created the Morongo Basin Transit Authority with the City of Twentynine Palms on October 16, 1989 (Item No. 39).
On September 28, 1992 (Item No. 42), the Board of Supervisors (Board) approved Amendment No. 1 to add the Town of Yucca Valley as a member of the Basin Transit. On August 27, 2002 (Item No. 38), the Board approved Amendment No. 2 to include language in the Agreement relating to administrative matters, such as the sharing of administrative duties among members. On August 27, 2002 (Item No. 39), the Board approved Amendment No. 3 to allow the Basin Transit to provide taxi-cab regulation services for the member jurisdictions that provided such services. On March 20, 2007 (Item No. 15), the Board approved Amendment No. 4 to revise the Agreement to allow the removal of the resident board member by a vote of five other board members. In addition, language was added so Basin Transit board members could be compensated for their attendance at governing board meetings in the amount of $100 per meeting attended. On October 7, 2008 (Item No. 50), the Board approved Amendment No. 5 to adjust the number of Basin Transit board members and alternates. On October 23, 2012 (Item No. 47), the Board approved Amendment No. 6 which adjusted the number of members and alternates per member entity and added certain required qualifications for board members of the Basin Transit.
Approval of the recommended Amendment No. 7 will allow the governing board of Basin Transit to set by resolution any compensation for board members to attend board meetings. A Basin Transit board member may decline compensation for attending board meetings by sending a letter to the Basin Transit declining the compensation.
This Amendment to the Agreement is only effective if it is approved by all parties to the Agreement.
