Recommendation

Approve Amendment No. 1 to Contract No. 22-310 with Abundant Living Family Church - High Desert for the provision of non-emergency transportation services for individuals recently released from the County’s High Desert Detention Center, increasing the original amount by $1,966,725, from the original amount of $820,374 to a new not to exceed amount of $2,787,099, with no change to the original term of April 26, 2022 through April 25, 2026, with the option to extend the contract term for an additional one-year period.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed increased amount of $1,966,725, from the original Contract No. 22-310 (Contract) amount of $820,374 to a new not to exceed amount of $2,787,099 is funded utilizing Sheriff/Coroner/Public Administrator (Department) Assembly Bill 109 (AB 109) funding as approved by the Community Corrections Partnership in 2022. Sufficient appropriation is included in the Department’s 2023-24 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

On October 2, 2018 (Item No. 16), the Board of Supervisors (Board) approved Contract No. 18-751 with Abundant Living Family Church High Desert (ALFC) in the amount of $698,280, for the contract term of October 2, 2018 through October 2, 2019, to establish the New Hope pilot program to provide individuals released from the High Desert Detention Center (HDDC), located in the City of Adelanto, with a ride home or link them to County reentry related services. The Board approved four amendments to Contract No. 18-751, with the latest approved on June 22, 2021 (Item No. 100), that extended the contract period through December 31, 2021, and increased the contract amount to $2,079,280.    

 

Due to the continued need for these transportation services in the High Desert, the County completed a competitive procurement process following completion of the pilot project. On April 26, 2022 (Item No. 64), the Board approved the Contract with ALFC, in the amount of $820,374, to provide transportation services to those individuals released from HDDC for the period of April 26, 2022 through April 25, 2026, with the option to extend the Contract term for one additional one-year period.  HDDC releases approximately 6,300 individuals annually and is located in a remote location with limited access to public transportation. 

 

Approval of Amendment No.1 will increase the maximum amount of the Contract to provide transportation services to an increased number of individuals, includes language to clarify scheduling of transportation services, as well as data reporting and record-keeping requirements, with no changes to the contract term.

 

Either party may terminate the agreement upon 30 days’ advance written notice.
