RECOMMENDATION(S)
Recommendation
1. Conduct a public hearing to:
a. Adopt resolution declaring the Board of Supervisors’ intention to annex Assessor Parcel Number (APN) 0292-051-21-0000 and APN 0292-051-15-0000 into Community Facilities District 2010-1 (East Valley).
b. Adopt resolution calling for a special mailed ballot election of the property owner of APN 0292-051-21-0000 and APN 0292-051-15-0000, in accordance with California Government Code section 53339.7, regarding the proposed annexation of these parcels into Community Facilities District 2010-1 (East Valley).
2. Adopt resolution:
a. Declaring the results of the special mailed ballot election and ordering the annexation of APN 0292-051-21-0000 and APN 0292-051-15-0000 into Community Facilities District 2010-1 (East Valley), making these parcels subject to the annual special tax for streetlight services.
b. Directing the Clerk of the Board of Supervisors to cause the recordation of the Annexation No. 13 boundary map with the San Bernardino County Recorder.
c. Directing the Clerk of the Board of Supervisors to cause the preparation and recordation of the notice of special tax lien with the San Bernardino County Recorder within 15 days.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The developer, Sun Life Assurance Company of Canada (Developer), is paying for all costs related to this annexation. The parcels annexed into Community Facilities District (CFD) 2010-1 (East Valley) are subject to a special tax in accordance with the rate and method of apportionment of special tax previously approved for CFD 2010-1. The special tax will be assessed and collected through the annual property tax roll, with the revenue being used to fund the ongoing energy cost of two LED streetlights. Beginning in 2020-21, the amount of revenue from the special taxes on APN 0292-051-21-0000 and APN 0292-051-15-0000 will be $327.67.
BACKGROUND INFORMATION
The Special Districts Department (Department) is the administrator of community facilities districts within the County of San Bernardino. CFD 2010-1 provides streetlight services for 78 existing parcels in the unincorporated area of the County adjacent to the City of Redlands known as the Donut Hole - north of East Lugonia Avenue between the 210 Freeway and California Street. Cost of the streetlight services is funded through special taxes assessed on parcels in CFD 2010-1.
The recommended actions will annex APN 0292-051-21-0000 and APN 0292-051-15-0000 into CFD 2010-1 and subject these parcels to the special tax of CFD 2010-1 for the cost of providing streetlight services. The parcels contains 8.47 net acres and will be developed into a 190,086-square foot industrial warehouse with offices.
The Department has been collaborating with the Developer to ensure that the streetlight planning requirements of the development are met and financing for the streetlight services are provided on a long-term basis. The Developer is the sole owner of the parcels and has requested that the properties be annexed into CFD 2010-1. The Developer has executed a waiver and consent form that requests annexation and waives various time periods and mailed ballot voting/election related requirements in order to expedite approval of this annexation.
Approval of this item aligns with the goal of ensuring development of a well-planned, balanced and sustainable county by providing financing of streetlight services for new development that will promote economic growth in the community.
