RECOMMENDATION(S)

Recommendation

Adopt a Resolution that:

1.                     Establishes a “No Commercial Parking Zone/Tow Away Zone” of commercial vehicles having a manufacturer’s gross vehicle weight rating exceeding 10,000 pounds, pursuant to County Code Sections 52.0128(a), 52.0132(a), and 83.11.100(a)(1), on Beech Avenue in the Fontana area.

2.                     Directs the County Road Commissioner to place appropriate signs specifying applicable prohibitions on such streets thereof and to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be funded by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2025-26 Road Operations budget (6650002000).

 

BACKGROUND INFORMATION

A request was received from the public to investigate the issue of commercial vehicles parking west of Beech Avenue, between Muscat Avenue and Seville Avenue. The public expressed concerns that residents are unable to safely enter or exit their driveways due to the parked commercial vehicles, including semi-trucks. Upon investigation, it was found that the properties located along the west side of Beech Avenue, between Muscat Avenue and Seville Avenue, are designated as “Multiple Residential” by the County’s zoning classification. Meanwhile, the adjacent area to the east of Beech Avenue is classified as “Commercial/Industrial.”

 

A public request to establish a “No Commercial Parking Zone/Tow Away Zone” prompted the Department to conduct a traffic engineering investigation along the west side of Beech Avenue between Muscat Avenue and Seville Avenue. Based upon the Department’s traffic engineering investigation and field observation, the Department recommends that the Board of Supervisors establish a “No Commercial Parking Zone/Tow Away Zone” on the west side of Beech Avenue, from Seville Avenue north approximately 0.26 miles to Muscat Avenue in the Fontana area, pursuant to County Code Sections 52.0128(a), 52.0132(a), and 83.11.100(a)(1).

 

Approval of this item will also direct the Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting signage pursuant to County Code 52.0128(a) and 52.0132(a), to assist in improving the safety of the motorists traveling along the roadway.

 

This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety of the traveling public by restricting parking on this stretch of roadway.
