Recommendation

Approve a non-financial Memorandum of Understanding with the Child Care Resource Center and Pomona Unified School District to exchange information regarding current and former California Work Opportunity and Responsibility to Kids recipients for child care services, for the period of May 8, 2024 through May 7, 2027.

FINANCIAL IMPACT

This Memorandum of Understanding (MOU) is non-financial; therefore, it does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

Under the terms of this MOU, the Transitional Assistance Department (TAD) exchanges information with Child Care Resource Center (CCRC) and Pomona Unified School District (PUSD) by providing applications received for child care.  CCRC confirms eligibility of customers for child care services and works collaboratively with PUSD to identify California Work Opportunity and Responsibility to Kids (CalWORKs) recipients who need child care services based on participation in an approved Welfare to Work activity.  This collaboration includes accepting child care applications from walk-in customers and assisting current and former CalWORKs recipients to determine eligibility for child care services.

 

The CalWORKs Child Care Program is administered in three stages.  Stage 1 is administered by TAD.  Stages 2 and 3 are administered by Alternative Payment Program (APP) agencies under contract with the California Department of Education (CDE).  CCRC and PUSD are the APP agencies under contract with CDE.

 

TAD assists eligible, working and low-income families who are current recipients of CalWORKs with Stage 1 child care services.  The parents/guardians must be CalWORKs recipients and working or participating in a County-approved Welfare-to-Work activity.  Stage 1 child care services are available for children age 13 and younger, except for children with special needs who may continue to receive services through age 21.

 

Stage 2 assists former CalWORKs recipients who need child care services due to stable employment or participation in an approved education or training program.  Child care services are for children age 13 and younger, except as noted above.  Stage 2 child care services are limited to 24 months after termination from the CalWORKs program.

 

Stage 3 assists former CalWORKs recipients who have exhausted the 24 months of eligibility for child care provided through state and federally funded Stage 2 programs or received CalWORKs Diversion benefits.  To be deemed eligible, the parent or any other adult counted in the family unit must be employed, seeking employment, participating in a job training and education program, or be incapacitated.
